Minutes of the meeting of the BOUNDARIES AND PLANNING COMMITTEE held on Monday 7 April 2008 at 2:15pm in the Douglas Hicks Room, The Radlett Centre, 1 Aldenham Avenue, Radlett.

    Apologies were received from Councillor D Lambert.

  2. Declarations of interest in any item on the agenda
    1. Personal

      Councillor Mrs E Samuelson declared a personal interest in application number TP/08/0375, 38 Loom Lane as a near neighbour of the proposals.

    2. Prejudicial

      Councillor Mrs E Samuelson declared a prejudicial interest in application number TP/08/0375, 38 Loom Lane. Councillor Mrs E Samuelson wished to speak for three minutes, as she was not in favour of the application. After speaking Councillor Mrs E E Samuelson left the meeting room and took no part in the decision making process.

  3. To confirm the minutes and appendices of the meeting held on Monday 17 March 2008

    The minutes of the last meeting were confirmed and signed as a true and correct record. The planning grid was approved.

  4. Planning Applications
    1. New Applications

      Three members of the public attended the meeting who wanted to speak against permission for application number TP/08/0375, 38 Loom Lane. Mr Moore of Maytrees spoke against the application followed by Mr Lewy and Mrs Lewy.

      Mr and Mrs Lewy and Mr Moore left the meeting after the recommendation was made by the Committee.

      Councillor Mrs Samuelson resumed her place and took part in the rest of the meeting.

    2. Decisions

      Councillor Mrs E E Wackrow reported on the decision notices received from Hertsmere Borough Council.

      The following applications had been approved:

      • 14 Watford Road

      The following applications had been refused:

      • 26 Canons Close
      • 70 Newberries Avenue
      • 6 The Crescent

      The following application had been partly approved

      • Longridge, Common Lane
  5. To discuss the response to the list of locally important buildings in Hertsmere.

    After discussion, it was resolved that the Three Horseshoes Public House should be added to the list.

    The dam on page 124 should be removed, as by keeping it on the list may be detrimental to any future widening.

    The post office building should be removed.

    Barclays Banks building should be removed.

    Newberries Parade should be taken out.

    Village Institute should be removed.

    Members present were surprised that the War Memorial was not on the list. It was thought that this was because it was already a listed building.

  6. Date of next meeting

    The next meeting would take place on Monday 21 April 2008 at 7:30pm.

The meeting closed at 4:07pm.

It contravenes policy H6, H8, 1, 2 and 3. We suspect it contravenes the 2 metre rule at 2nd floor level. We recommend a site visit to the planning committee.
