Aldenham Parish Council
Minutes of the meeting of the Recreation Grounds Committee held on Tuesday 15 April 2008 at 8pm in Meeting Room 2, The Radlett Centre, 1 Aldenham Avenue, Radlett.

Apologies were received from Councillors J Howley and D Lambert.
- Declarations of Interest
There were no declarations of interest.

The minutes were confirmed and signed as a true and correct record.
- To adjourn the meeting for members of the public to address the Committee
The meeting was attended by Ms Laura-Jo Pearce on behalf of Tabard Rugby Club. Ms Pearce reported that Tabard was keen to develop Salters Field, The Rose Field and the 2nd Cricket Field. A Tabard RFC Community Development Plan was circulated to members.
Various local schools, youth clubs, people with learning difficulties and troubled youth in the Borehamwood, Shenley and Radlett areas had been approached and the proposals had been discussed with them and well received.
Funding was being looked at with a sports development agency and a letter of intent offering a minimum 20 year lease was required from the Parish Council. The Clerk was asked to write to Vicki Hopcroft of Tabard.
It was suggested to Tabard that they should let the Parish Council know not only what they intend to do with site in the future but how the land would be prepared, the access and parking arrangements, and details of planning applications.

- Footpath 47, pathway adjacent to Recreation Ground
It was noted that the greenery was still overhanging the pathway along the car park, tennis courts and bowling green. It was suggested that a letter be sent to the owner of the property.
It was further suggested that letters should be sent to other residents who were responsible for the overhanging greenery from their properties; these included the owner of Faggotts End and the residents who lived on the left hand side at the bottom of Shenley Hill. Action: Administrative Assistant
- Quadrant S106 Agreement
It was noted that the Clerk was waiting for a response from Richard Grove, Head of Planning at Hertsmere as to the exact wording of the S106 Agreement. Action: Clerk
- War Memorial
It was noted that two further quotations had been sought and replies were awaited. Action: Administrative Assistant
- Lighting at Radlett Gardens
The lights had been repaired and were in working order. Vandalism was still taking place. Quotations were being sought for high level lighting. Action: Clerk and Administrative Assistant
- Tree Work
Tree works on Aldenham Green was in progress.
- Sports Development Fund
The Clerk was in discussion with a Sports Coach regarding tennis coaching for children during May and June. When arrangements had been finalised flyers and posters would be circulated to local schools and displayed on notice boards. Action: Clerk
- Head of Grounds Maintenance Report
The benches donated by the Radlett Festival Committee had arrived. Permission was being sought for the siting of the benches on Shenley Hill/Williams Way, Theobald Street/Craigweil Avenue and Aldenham Road. The permission of the Highways Authority was required for siting a bench on the farm land along Loom Lane/The Ridgeway.
All the summer bedding plants had arrived and were currently being potted up.
Ian Gray had now left the council’s employment. A replacement grounds man was currently being sought.
Gary Hall was currently on long term sick leave.
John Clark was temporarily employed until the end of April.
Andy Chick was being trained to cut the bowling green grass.
Grass cutting of all areas of the Parish had been carried out with the exception of Aldenham Green which would be done in the near future.
The recent funfair had been fairly successful despite the wet weather. The surface of the football pitch had been damaged by their equipment being moved on and off the field. Mr Manning, the funfair owner had asked to come back again during either August or September 2008. It was suggested that deposit of £450 be requested at the time of booking.
There were no reports relating to Health and Safety.
- Phillimore Recreation Ground
- Bikers on Track
Councillor Wilkins reported that he had received complaints from members of the Cricket Club that they had not been kept informed of the Bikers on Track proposals. An article expressing opposition to the proposals had appeared in the Cricket Club’s newsletter.
Members of the Parish Council disagreed with the Cricket Club’s complaints stating that they had been kept informed from the outset of proposals.
It was noted that the Bikers on Track would be using the Picnic Field for their activities on Saturday mornings only.
A planning application had been submitted to the Planning Department at Hertsmere Borough Council. All funding was in place.
- 28 Elm Walk
A quotation had been received from Freeman Dawson, a company specialising in damp problems. Certain recommendation had been made to rectify the problem at 28 Elm Walk. It was agreed to ask Freeman Dawson to carry out the work as per estimate and to ask the company for a guarantee.
