Aldenham Parish Council

Minutes of the meeting of the FOOTPATHS SUB COMMITTEE held at 7:30pm on Tuesday 15 April 2008 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

  1. ELECTION OF CHAIRMAN

    Councillor Worthy was elected to chair the meeting.

  2. APOLOGIES FOR ABSENCE

    Apologies for absence were received from Councillor D Lambert and Mr Fred Hills, Head of Grounds Maintenance.

  3. TO CONSIDER WITHDRAWING FUTURE FOOTPATH SUB COMMITTEE MEETINGS IN FAVOUR OF DISCUSSING FOOTPATH MATTERS AS AN ITEM ON THE RECREATION GROUNDS COMMITTEE AGENDA

    Following discussion it was agreed not to hold separate Footpath Sub Committee meetings in the future. It was RESOLVED to put a Footpaths item on the Recreation Grounds agenda twice a year in April and October.

  4. TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 9 OCTOBER 2007

    The Minutes were signed as a true and correct record.

  5. MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 9 OCTOBER 2007
    1. Landowners Consent - Dawn Grocock understood that Aldenham School was dealing with the kissing gates on footpath 33. Dawn would make further enquiries. David Bagon would check the condition of the stile. (Action: Dawn Grocock and David Bagon)
    2. Overflowing drain at Letchmore Heath - The matter of the overflowing drain was being dealt with by David Lambert who would give an update to the next meeting. (Action: Councillor Lambert)
  6. GENERAL FOOTPATH MATTERS
    1. Footpath 31a - It was understood that the land owner was continually removing waymark signs. Dawn reported that the matter was presently subject to an enforcement order. The path was not blocked at present. One of the stiles had recently been replaced.
    2. Footpath 12 - Two new kissing gates had been erected by Herts County Council on footpath 12.
    3. Footpath 28 - It was reported that footpath 28 was blocked by rubbish and the matter had been reported to the District Council.
    4. Footpath 46 - The broken steps on footpath 46 were currently being repaired.
    5. Footpath 67 - It was reported that new stiles were illegally erected on the footpath. As sheep are being kept in the field structures can be authorised, but new stiles are no longer expectable under the Disability Discrimination Act 1990. Therefore Symon Gaughan, (Enforcement Officer at Herts County Council) is discussing with the landowner, him changing them to gates or kissing gates.
    6. Footpath 17 - The stiles on footpath 17 that are in good condition and required for containing stock, could be removed and replaced with kissing gates. The agreement of the landowner, Paul Haworth, is required and he would need to complete the relevant paperwork with Dawn. The Parish Council has two spare kissing gates in stock and these could be used to replace the stiles. (Action: Dawn Grocock)
  7. COUNTRYSIDE MANAGEMENT

    Jez from CMS suggested that the Parish Council may wish to apply for a P3 grant. The completed works programme was due in October 2008.

    The matter of reprinting the existing footpath map was discussed. Members suggested that a ‘walks’ booklet could be published similar to that of Abbotts Langley. It was understood that a P3 grant would cover the cost of the booklet and assist with design, print and licence. Further enquiries would be made by Geoffrey. (Action: Geoffrey Smythe)
