ALDENHAM PARISH COUNCIL

Minutes of the meeting of the RADLETT YOUTH & COMMUNITY CENTRE COMMITTEE held at 8pm on Wednesday 6 February 2008 in the Radlett Youth & Community Centre, 2 Loom Lane, Radlett.

In attendance:

  1. Apologies for absence

    There were no apologies for absence.

  2. Declarations of Interest

    There were no declarations of interest.

  3. Minutes of the meeting held on 16 October 2007 for confirmation and signature

    Item 9, second paragraph, the word ‘prevent’ should read ‘present’.

    Following the alteration the Minutes were approved and signed as a true and correct record.

  4. Matters arising from the Minutes of the meeting held on 16 October 2007

    i. Central Heating control panel
    The control panel had not been re-sited despite promises by HCC to carry out the work. The matter was ongoing.

    1. Recent correspondence from Mouchel

      An inspection of the building had taken place with Barry Phillips from Mouchel, Councillor Viv Charrett, Fred Hills and Jan Adams attending. Various points were raised and concerns discussed which included the thermostat housing cover, acoustic materials to reduce noise in main hall, a paved or tarmac area to the rear of the premises and to upgrade shed or replace asbestos cement roof. A written response had now been received from Mouchel which stated that the items raised were issues for the Parish Council to deal with.

      It was noted that written in the terms of the lease it stated that HCC were responsible for the structure of the building and APC for the fabric. The Deputy Clerk was asked to reply to Barry Philips pointing out the terms of the lease. (Action: Deputy Clerk)

    2. Works to Leaking Roof

      It was understood that some eighteen months ago the flat roofed area above the foyer had been re-felted by a nominated builder of Mouchel. Since the work had been carried out the roof had continued to leak. Upon a recent inspection by the same company who had carried out the re-felting initially, it was discovered that the roof had previously been patched at the outer edge only. The matter was ongoing.

      It was noted that both Rexton House Nursery and Topkidz After School Club had both used the ‘continuous leaking roof’ as one of the reasons for declining to pay the increase in the hire fees.

  5. Walkabout
    1. Grant offered by B&Q

      Grants of between £1,000 and £10,000 were currently being offered for B&Q products for community causes. The following ideas were put forward by Members as possible suggestions:

      1. New double door to front of building
      2. Energy saving light bulbs
      3. Wind Turbines
      4. Insulation for Main Hall
      5. Removal of moss on rear roof
      6. Upgrade the present toilets
      7. Double glazing
      8. Outside Toy Store/Shed (£2300)
      9. Gates for Bin store
      10. High Frequency fluorescent tubes (10 required) for rear hall
    2. Building Walkabout

      The following points were noted:

      1. Members were shown a sample of the recently purchased carpet tiles
      2. A new door mat to be purchased – Reg to measure
      3. High frequency fluorescent tubes to be purchased and fitted x10
      4. The caretaker to paint book shelves in rear hall
      5. The caretaker to measure existing outside shed
      6. The toilets were shabby and required new toilets and redecorating
      7. Three sets of curtains required for main hall to help reduce poor acoustics – Reg to measure
      8. Site cage over heating thermostat controls
      9. Fix notice stating ‘If you turn the heating off please put it on again before you leave the building’
  6. Hire Rates

    Recent enquiries had shown that the matter of increasing the hire charges for children’s parties from £70 for residents and to £80 for non residents had proved unpopular with recent enquiries. It was therefore agreed to charge all parties £70.

  7. Future of the Lease

    It was noted that both the After School Club and Rexton had objected to the increase in hire fees. Both had quoted the continuous roof leak to the foyer and kitchen areas and also the need to upgrade the interior of the building. It was agreed that Mouchel would be contacted over the leaking roof problem and certain decorating works would be carried out by the caretaker during the Easter and Summer holidays. The matter of increase hire fees would be discussed again at the next meeting. Councillors Baker, Samuelson and Wilkins asked for copies of the lease to be made available to them.

  8. Key to Disabled Ramp Padlock

    Following discussion it was agreed that Julian Treeves-Brown on behalf of the Youth Club should have one of the keys and the caretaker the other.

    The next meeting would be held on 9 April 2008.
