Apologies were received from Councillors S Burke and V Charrett.
- Declarations of Interest by Members
It was noted that Councillors Mrs Griffin, Mrs A Baker, Mrs E Samuelson and R Worthy would be eligible to vote on the S145 grant to the Radlett Centre Trust despite being Directors of the Board.
There were no other declarations of interest.
- To approve the signature of the Minutes of the Meeting held on Tuesday 18 December 2007
The minutes were approved and signed as a true and correct record.
- To receive any updates from actions in the Minutes of the meeting held on 18 December 2007 (in accordance with Standing Order 6.4.1) – previously circulated
- Signs at Harper Lane and Letchmore Heath: It was noted that the sign at Harper Lane had still not been replaced. Councillor R Worthy was due to meeting with Mr M Jarrett and Mr D Perkins of Highways later on in the week. Councillor Worthy undertook to raise this issue again.
- Fencing, Shenley Hill: The fencing in Shenley Hill had still to be repaired. It was noted that some fencing panels on the other side of the road had been vandalised and needed replacement. This matter had already been reported to the Highways. Councillor R Worthy would bring this matter up at the next Joint Councillors meeting.
- To authorise the payment of accounts
Councillor J Howley explained the rules regarding claiming for mileage. It was noted that mileage could be claimed for travelling on Council business.
Councillor Mrs E Samuelson asked for confirmation that the bank had approved the mandates. Mrs R J Floate would look into the matter and report back to Councillor Samuelson. (Action: Mrs R J Floate)
Councillor Mrs Wackrow asked why the Council had received invoices for the Clerks advertisement. Further information would be sought from the Accounts Officer.
With the exception of the two cheques for the Clerks advertisements, the cheques were signed.

Councillor Worthy reported that he would be meeting members of the Highways Team on Friday 1 February and had many issues to raise with them.

There were no matters put forward for discussion.
- To consider the S.145 Grant to the Radlett Centre Trust 2008/2009
Councillors Mrs Griffin, Mrs Baker, Mrs Samuelson and Worthy declared a personal interest in the item relating to the Radlett Centre Trust grant as the Council’s nominated representatives on the Board of Trustees.
Members noted the Finance & General Purposes Committee’s RECOMMENDATION contained in the Minutes of 16 January 2008 “that the increase in grant proposed for Radlett Centre Trust should be brought in line with all other committees and be set at C.P.I. rate of 2.1%”. It was agreed that a grant of £122,753 be approved subject to the calculation of 2.1% being correct.
- To consider the Parish precept for 2008/09
The Precept for 2008/2009 was considered. The amount of £522,030.00 was agreed and the Precept signed by Members.
- To consider making a s.137 grant to the RECC
The grant of £200 awarded to the RECC at the Finance and General Purposes Committee meeting was approved.
- To consider the Finance and General Purposes Committee recommendation
The matter of a high interest deposit account was discussed and Members agreed to the Barclays Bank recommendation to go ahead with an Instant Access High Deposit Account.

- Planning
- To consider the number of applications received, allowed, refused and withdrawn from 1 January 2007
It was noted that 22 applications had been received so far this year. As it was early in the year, none of the applications had been determined yet.
- Report from the Boundaries and Planning Committee Chairman on applications considered at the meetings of the Committee or decisions reached by the Local Planning Authority or Appeals lodged with the Planning Inspectorate that were of special interest.
- Highbridge Close: The gates at the entrance Highbridge Close had been refused.
- 65-67 Goodyers Avenue: Members of the planning committee had objected to the recent application at 65-67 Goodyers Avenue. Two letters of objection from residents had been received. These letters had been acknowledged which was now the policy of the committee.
- The Radlett Synagogue, Watling Street: The Synagogue application had been agreed subject to the satisfactory resolution of various conditions. One of the conditions was that four borough councillors, Councillor Seamus Quilty, some residents and synagogue representatives would form a sub group to work out the parking arrangements. This sub group would then make their recommendations to Mr R Grove, the Head of Planning at Hertsmere Brough Council.
Councillor Mrs Wackrow reported that the Parish Council had still not been approached to make representation. It was agreed that this matter would be discussed further at the forthcoming Joint Councillors meeting.
- Calendar of Meetings
A further proof of the Calendar of Meeting for 2008/2009 had been circulated. A number of dates needed to be adjusted.
