ALDENHAM PARISH COUNCIL

Minutes of the PARISH COUNCIL held at 8pm on Tuesday 25 September 2007 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

  1. Prayers

    The Chairman, Councillor Worthy, led prayers.

  2. Apologies for Absence

    Apologies for absence were received from Councillor J. Howley, Councillor W. Griffin and Councillor C. Wilkins.

  3. Adjournment of Meeting

    At 8pm the Chairman adjourned the meeting to enable the Council to receive a presentation by Insp. D. Rankin, Inspector Neighbourhood Team.

    At 8.45pm the meeting reconvened.

  4. Declarations of Interest by Members

    There were no declarations of interest by Members.

  5. To approve the signature of the Minutes of the Meeting held on 31 July 2007

    It was noted that paragraph 41.(iii) should read “Members requested that the need for a secondary school for the area should be flagged up at County Council level”. The minutes were signed as a true and accurate record.

  6. To receive any updates from actions in the Minutes of the meeting held on 31st July 2007

    Presentation by Councillor Graham – The motorised cleaner was still on order.

  7. To adjourn the meeting for members of the public to address the Council

    There was no one present who wished to speak.

  8. Communications from the Chairman

    The Chairman advised that he had attended a meeting with British Transport Police regarding anti-social behaviour in the Station Car Park. Further work was proposed to control the late night problems. It had also been confirmed that there were no plans to sub-let part of the car park for use by the Synagogue as part of its planning application.

    Members on outside bodies were requested to register with Trusteenet.org to enable the Parish to pay for membership and indemnity insurance.

    The appeal into the Railfreight Depot at Park Street was starting on 6 November at St Albans District Council.

    The Parish of Aldenham would now be regularly featured in Hertsmere News.

    Members noted the positive feedback received from residents on the Parish Guide.

  9. Questions from Councillors

    There were no questions from Councillors.

  10. Approval of the recommendations within the minutes of the following Committees

    RESOLVED that the recommendations contained within the seven sets of minutes be approved.

  11. Water System for the Allotments

    Following the decision of the Finance and General Purposes Committee to vire funds from this project to purchase a ride on mower, the Council were requested to consider waiving Financial Regulations to accept a single quotation for work to the water system on the allotments after April 2008. The Clerk had sought but failed to receive 3 quotations. Members RESOLVED accordingly.

  12. The future for Newberries Car Park – Members considered a suggestion for the proposed scheme and RESOLVED that a health club would be appropriate within the development.

  13. Outside Bodies – RESOLVED that Councillor V. Charrett be appointed to Aldenham Almshouses for the ensuing Municipal Year.

  14. Councillor J. Howley’s nomination to NALC Larger Local Councils Committee – Members RESOLVED accordingly.

  15. Selection of 8 candidates to NALC Larger Local Councils Committee 2007/08 – Members RESOLVED that the selection of the candidates should be delegated to the Clerk following consultation with the Chairman.

  16. Payment of telephone bills by direct debit – In order that the Council could save money on telephone bills, Members RESOLVED that telephone bills be paid by direct debit in future.

  17. To authorise the payment of accounts

    The accounts were approved and the month’s cheques signed.

    The Clerk was requested to investigate the use of higher interest yielding accounts than currently used. (Action: Clerk)

  18. Planning

    1. To consider the number of applications received, allowed, refused and withdrawn from 1st January 2007 to date

      228 applications had been received.


    2. Report from the Boundaries and Planning Committee Chairman on applications considered at the meetings of the Committee detailed at minute 56 or decisions reached by the Local Planning Authority or Appeals lodged with the Planning Inspectorate that were of special interest.

      TP/2007/1587 – 55 Loom Lane Radlett - Demolition of existing dwelling and garage and erection of 2 storey 5 bedroom replacement dwelling together with front and rear dormers and attached garage and games room (amended plans received 28/8/2007) – The Parish Council had raised an objection to this application, a decision by the Local Planning Authority was awaited.

      TP/2007/1585 - 44a Loom Lane Radlett - Erection of a two storey side and rear extension. Loft conversion to provide habitable living accommodation to include 2 rear dormer windows. Conversion of existing garage to habitable room and erection of a detached replacement – The Parish Council had raised an objection to this application, the Local Planning Authority had refused the application.

      TP/2007/1581 – 57 Loom Lane Radlett - Three storey side and rear extension; front porch; basement and garage - The Parish Council had raised an objection to this application; the Local Planning Authority had refused the application.

      TP/2007/1580 – 31 Loom Lane Radlett - Part single storey, part three storey rear extension; basement and reconstruction of existing outbuilding - The Parish Council had raised an objection to this application; the Local Planning Authority had approved the application.

      TP/2007/1594 - Radlett Synagogue - Watling Street Radlett - Demolition of existing single storey building to be replaced with a new 2 storey high building comprising a new ground floor synagogue and a community centre occupying the lower ground floor and small first floor. (Application for Conservation Area Consent) – The Local Planning authority had deferred decision on this application because of parking issues.

      TP/2007/1307 – 50 Craigweil Avenue Radlett - Erection of a new 2 storey 5 bedroom dwelling to include rooms in roof level following demolition of existing dwelling – The Parish Council raised no objection to the development but objected to the velux window on the front because of the detrimental effect on the street scene


    3. Any other planning matters

      TP/2006/1608 - Roundbush Nursery, Round Bush Lane Aldenham - Use for residential purposes (application for Certificate of Lawfulness for Existing Use. Resubmission follows refused certificate under TP/06/0219) – This had gone to appeal by Local Inquiry.
