ALDENHAM PARISH COUNCIL

Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 18th July 2007 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

  1. URGENT LATE ITEMS

    Councillor S. Burke advised that he had agreed to consider two urgent late items;
    1. Security on Phillimore Allotments
    2. Teen shelters


  2. APOLOGIES FOR ABSENCE

    Apologies for absence were received from Councillor D. Lambert


  3. ADJOURNMENT OF MEETING

    At 8.05pm the Chairman adjourned the meeting to enable Mr Thorn to address the Committee regarding security at the allotments.
    At 8.12pm the meeting reconvened and Mr Thorn was thanked for taking the time to come and address the Committee.


  4. TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 5th JUNE 2007

    The minutes of the meeting held on 5th June 2007 were signed as a true and accurate record.


  5. UPDATES FROM ACTIONS IN THE MINUTES OF THE MEETING HELD ON 5th JUNE 2007

    1. Suggestions for changes to Radlett Gardens – The Clerk was still chasing the Environment Agency regarding opening up Radlett Gardens and Tykeside Gardens to the brook. (Action: Clerk)

    2. Control of Dogs – The Borough Council currently had no Dog Warden. The Clerk was requested to follow up the suggestion by Insp. Dave Rankin that the Grounds Staff become accredited so that they could enforce environmental issues such as dog fouling etc. (Action: Clerk)

    3. Allotments water system and Three Valleys Water – The Head of Grounds Maintenance had tried to contact DOCWRA - Three Valleys contractor but no reponse had been received yet. Cllr. Howley undertook to discuss the issues with his contact at Three Valleys again. (Action: Head of Grounds Maintenance/Cllr Howley)

    4. Allotments – The Chairman and the Head of Grounds Maintenance would be identifying plots which were unworked or where half a plot could be surrendered by the current plot holder shortly. (Action: Chairman / Head of Grounds Maintenance)

    5. Letchmore Heath War Memorial floodlighting – The order for the work had been placed and work would be carried out in July when the lighting parts were delivered.


  6. TO NOTE THE MINUTES OF THE FOOTPATHS SUB COMMITTEE HELD ON 3 APRIL 2007

    The minutes were noted and Members requested that Ms. Grocock from Hertfordshire County Council Rights of Way be advised that this Council did not wish to proceed with Parish Paths Partnership in future. (Action: Deputy Clerk)


  7. HEAD OF GROUNDS MAINTENANCE’S REPORT

    The Head of Grounds Maintenance advised that he had been away for the last 2 weeks but everything was progressing well.


  8. SECURITY AT PHILLIMORE RECREATION GROUND

    Members noted that security guards had been engaged. The police had requested that they photograph anyone acting antisocially. It was agreed that the Clerk should liaise with Insp. Rankin regarding PCSO/Ward Constable liaison with the security guards. (Action: Clerk)


  9. TREE SURVEY, POLICY AND MAINTENANCE SCHEDULE

    Members noted the two quotations received thus far and requested that a third quotation be obtained. (Action: Clerk)


  10. HEALTH AND SAFETY REPORTS

    1. General Reports - No accidents had been reported.  All inspections had been carried out with the exception of PAT testing. The testing of the pavillions’ water had shown a positive result for legionella in the showers. They had been closed and work was being carried out to eradicate the bacteria.

    2. Fire Risk Assessments – The specialist firm had carried out the risk assessments and their reports were awaited.

    3. Inspection of Play Equipment – Members noted the reports produced following Zurich’s safety inspection and expressed satisfaction that it was such an excellent report.


  11. PHILLIMORE RECREATION GROUND – SPORTS DEVELOPMENT FUND

    The summer programme advertised in the Borough’s Be There Do It! Programme was showing signs of interest for local young people. It would be taking place week commencing 13th August with a day each of tennis, football, netball and basketball with all four sports being showcased on the Friday. Members requested that they be given full details of the weekly programme once known. (Action: Clerk)


  12. BID TO PLAYFUL IDEAS

    The Clerk advised that she had submitted an expression of interest to the Lottery Playful Ideas grant requesting funding for a primary school age cycle track and a young people’s bike trim trail plus funding for the motorcycle track at the Picnic Field. If the response was positive then a full bid would be submitted.  Members’ endorsed the Clerk’s actions. (Action: Clerk)


  13. PARISH ENVIRONMENTAL ACTION PLAN

    Newberries Path and Tykesglade Bridge – The Clerk was requested to contact Ian Gibbon, Countryside Management and progress the survey of the bridge.


  14. YOUTH SHELTER

    Cllr Charrett advised that there was £8,500 in the Festival Committee Fund and suggestions as to how to allocate the money had been requested from the Committee. It appeared that a teen shelter was a popular suggestion with the preferred location at the Toilet Block by Barclays Bank. Members endorsed this suggestion and Cllr Howley undertook to contact Groundwork regarding consultation on the project. The Clerk was requested to write to Cllr John Graham regarding Hertsmere’s funding of a shelter from Lottery Play Provision grant aid. It was agreed that a working group would be set up comprising Cllr Howley, Charrett, Wilkins and Burke.


  15. ALLOTMENT SECURITY

    Members considered Mr Thorn’s suggestions made earlier in the evening and RESOLVED that the police Crime Prevention Officer should be contacted regarding security measures for the allotment site.

  16. DATE OF NEXT MEETING

    It was noted that the next meeting would take place on 18 September 2007 at 8pm.
