ALDENHAM PARISH COUNCIL
Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 5th June 2007 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

ELECTION OF CHAIRMAN
Councillor S. Burke was elected Chairman for the ensuing Municipal year.
- NEW MEMBER
Councillor C. Wilkins was welcomed as a new Member of the Committee.
- APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor D. Lambert

The minutes of the meeting held on 3 April 2007 were signed as a true and accurate record.
- UPDATES FROM ACTIONS IN THE MINUTES OF THE MEETING HELD ON 3RD APRIL 2007
- Suggestions for changes to Radlett Gardens – The Clerk had contacted the Environment Agency regarding opening up Radlett Gardens and Tykeside Gardens to the brook but her enquiry had been redirected to the Agency’s Area Officer who was yet to contact her.

- Moving the Allotment Gate – The gate had been moved.
- Control of Dogs – The Clerk was requested to follow this up with the Borough’s Dog Warden.

- Five-a-side matches at the Festival – Due to time constraints it had not been possible to organise this.
- Hanging baskets – It was noted that these were up and looking very good.
- Allotments water system and Three Valleys Water – It was noted that following Councillor J. Howley’s intervention some contact had been made with Three Valleys but no further action had been taken by them. The Clerk and Head of Grounds Maintenance were requested to keep chasing Three Valleys for a response.
- Allotments – A notice had been put up regarding contractors but regretfully removed. Members requested that all allotment holders be written to regarding this and the need to free up unworked plots for people on the waiting list. The Chairman undertook to look at the allotments with the Head of Grounds Maintenance to identify plots which were unworked or where half a plot could be surrendered by the current plot holder.

- Hiring of Phillimore Recreation Ground for fair ground and circuses – The fair ground operator had been advised of the Council’s decision.
- Purchase of a truck – A truck had been ordered from Nissan for £14,800 plus VAT.
- Letchmore Heath War Memorial floodlighting – The order for the work had been placed.
- Festival Committee’s proposed use of the £9,500 raised towards youth activities in the Parish – The costing had not yet been drawn up.
- APPOINTMENT OF FOOTPATHS SUB COMMITTEE MEMBERS
Councillor G. Balen, Councillor D. Lambert, Councillor C. Wilkins and Councillor R. Worthy were elected Members for the ensuing municipal year.
D. Bagon, B. Hyde and Geoffrey Smyth were elected co-opted Members for the ensuing municipal year.
- HEAD OF GROUNDS MAINTENANCE’S REPORT
Radlett Centre – The planters had been planted with margaritas and crazy daisies, some of which had been promptly stolen. Fortunately there were sufficient stocks of other bedding plants to replace those stolen but the total effect of both beds looking the same had been lost. The replacement plaques for the Scouts’ bed and Rotary bed had been purchased and would be mounted on wood so that they could be fixed into the ground.
Phillimore Recreation Ground – Some residents had brought barbeques to the recreation ground and became quite aggressive when advised that fires were not permitted. The Head of Grounds Maintenance had completed a risk assessment and advised the residents that they could continue on that one occasion. Members did not consider it safe to permit fires or barbeques in the Recreation Ground and the Clerk was requested to print up more “no fires or barbeques” signs.

Anti-social behaviour had increased in the Recreation Ground on Friday and Saturday nights. Members requested that the Clerk ascertain prices for a security firm to patrol the Grounds.

- ANTI-SCOIAL BEHAVIOUR FIR SPRING WOOD
Members noted the email received regarding anti-social behaviour suffered by residents in the locality of the Recreation Ground. Members RESOLVED that pyracantha or hawthorn be planted along fencing in Fir Spring Wood.

- TREE MAINTENANCE – ALDENHAM GREEN
Members noted that a tree had fallen in Aldenham Green. Whilst there had been signs of bleeding canker on the tree, there had been no external signs that its internal state was so poor. Members RESOLVED that quotations be obtained from arboriculturalist specialists to carry out a tree survey in Aldenham, Letchmore Heath and the Horse Chestnuts at the Radlett Centre.

- HEALTH AND SAFETY REPORTS
- General Reports - No accidents had been reported. All inspections had been carried out with the exception of PAT testing.
- Fire Risk Assessments – A specialist firm was being asked to carry out the risk assessments particularly with regard to the chemicals held on site.
- PHILLIMORE RECREATION GROUND – SPORTS DEVELOPMENT FUND
The Programme started on 21st April with tennis. Take up had been slow. It was suggested that the Sports Development Officer from Hertsmere Borough Council should get something put into the newsletters for local schools. It was noted that the summer programme was being advertised in the Borough’s Be There Do It! Programme.

- PARISH ENVIRONMENTAL ACTION PLAN
Newberries Path and Tykesglade Bridge – The Clerk was requested to contact Ian Gibbon, Countryside Management, regarding progress.
