ALDENHAM PARISH COUNCIL
Minutes of the meeting of the PARISH COUNCIL held at 8pm on Tuesday 27 February 2007 in the Douglas Hicks Room, The Radlett Centre, Aldenham Avenue, Radlett.

108. Prayers
The Chairman, Councillor Worthy, led prayers.
109. Apologies for absence
Apologies were been received from Councillors Burke and Deem.
110. Declarations of Interest
There were no declarations of interest.
111. To Approve the Minutes of the Meeting held on 30 January 2007
The Minutes were approved and signed as a true and correct record.
112. Matters arising from the minutes of the Meeting held on 30 January 2007
- Christmas Lights The matter of the Christmas lights was ongoing with Councillor Martin Saunders. It was possible that the proposed costs for electricity could be waived until 2008.
- Gravel Allotments At a recent meeting of the Trustees of the Gravel Allotments it had been agreed to let the land for 10 years to the adjoining owners, on either side of the property, for a rental of £1000 per annum. Solicitors Turner and Debenhams had agreed to act at a Trustee rate of £100 per hour. One of the owners of the properties had agreed to pay the first £300 of legal costs. It was noted that the Agreement would not be transferable should the property be sold to new owners.
- Finance and General Purpose Minutes of 14 February 2007 Members reported that they had not received a copy of the Minutes. It was agreed to re-circulate copies to Members.
113. Payment of Accounts
The accounts were approved and the month’s cheques signed.

115. Planning
- To consider the number of applications received, allowed, refused and withdrawn from 1 January 2007
59 applications had been received, 3 refused, 3 approved and one withdrawn therefore, there were 52 applications outstanding.
- Report by the Boundaries and Planning Committee Chairman on applications considered at the meetings of the Committee or decisions reached by the Local Planning Authority or Appeals lodged with the Planning Inspectorate that are of special interest.
a. TP/2006/1608 – Roundbush Nursery The application had been refused. In response to the application Aldenham Parish Council had offered ‘no comment’.
b. TP/2007/0163 – 19 Newland Avenue This application was one of several that had been received, in Newlands Avenue, to demolish the existing property and rebuild with a much larger property.
c. TP/2006/0049 – Quadrant Meter Works, Watling Street It was noted that all the proposed properties on that site had now been sold.
116. Reports from Officers
- Response to Consultation on amendments to the Model Code of Conduct for Local Authority Members In response to the consultation paper Councillor Howley suggested four alterations be made. These suggestions were agreed by Members and would be forwarded to HAPTC.
- Draft Calendar of Meeting for 2007/2008 The draft calendar was approved by Members.
- External Auditor’s Report 2005/2006 A copy of the report had been circulated to Members. The Audit Report was noted and signed off.
117. Items of interest from Minutes of other authorities
- Radlett Crime Reduction Group A report written by Councillor Howley had been circulated to Members. It was noted that, in the future, ‘crimes’ would be reported as ‘incidents’ and as a result they would not appear in any statistics.
- St John’s Church Councillor Mrs Turner reported that as part of an insurance requirement barbed wire fencing had to be erected around the roof of the Church in an attempt to prevent further occurrences of vandalism.
- Elstree Aerodrome Councillors Mrs Balen and Lambert had attended a recent meeting at Elstree Aerodrome. They had noted that the number of fixed wing aircraft remained the same but the number of helicopters had increased. Third party insurance was now obligatory to those flying aircraft.
