ALDENHAM PARISH COUNCIL

Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 6 February 2007 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

1. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor Burke and Councillor Lambert.

 

2. TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 9 JANUARY 2007

It was noted that the Head of Grounds Maintenance had been present at the meeting.
 
Subject to the above amendment, the minutes of the meeting held on 9 January 2007 were signed as a true and accurate record.

 

3. UPDATES FROM ACTIONS IN THE MINUTES OF THE MEETING HELD ON 9 JANUARY 2007

  1. Lights around the War Memorial, Letchmore Heath – The Clerk was still investigating the problem.
    (Action: Clerk)

  2. Suggestions for changes to Radlett Gardens – The Clerk advised that there were unlikely to be insurance implications of opening Radlett Gardens up to the brook as the Council already held public liability insurance.  The biggest factor would be the cost of building a wall and permission from the Environment Agency.
    (Action: Clerk)

  3. Sports Development Fund – The Clerk was still looking into an Army display Team.  It was suggested that Mr Hyde may have contacts if the Clerk was unable to establish any.

  4. Round Table Volunteers Day – The Round Table had declined the suggestion of litter picking.  It was suggested that they may like to paint the play equipment in the Children’s Play Area at Phillimore Recreation Ground.

 

4. HEAD OF GROUNDS MAINTENANCE’S REPORT

The Head of Grounds Maintenance advised staff had responded to fallen trees from Council land during the recent storm damage and a letter of thanks for their quick response had been received from a local resident.  The Council’s tree contractor had also had to deal with a fallen tree in the Guide Hut area.

There had been some significant damage to the bowls green and a green house by vandals.  The green house had been replaced and a resident from St Albans, Mrs Nightingale, on seeing the news in the Herts. Advertiser had offered her green house she no longer wanted.  Both green houses were in the process of being erected.  The Chairman had sent a letter of thanks to Mrs Nightingale.

The bowls green had significant disease and moss in it due to the mild weather so it had been treated with Chipco Green and lawn sand in preparation for the new season.

The beds around the Radlett Centre had been planted up.

Vandalism of Radlett Gardens was down but the lack of lighting might make it a less attractive target.  The lighting would be repaired by the Head of Grounds Maintenance soon.  The pump to the fountain had also been turned off for the Winter.

 

5. HEALTH AND SAFETY REPORTS

  1. General Reports - No accidents had been reported.  All inspections had been carried out with the exception of PAT testing.

 

6. PHILLIMORE RECREATION GROUND – SPORTS DEVELOPMENT FUND

The clerk and Paul Backman, Sports Development Officer, were working out the re-launch strategy and would report back to a future meeting.

7. PARISH ENVIRONMENTAL ACTION PLAN

Newberries Path and Tykesglade Bridge – Since Joint Councillors matters had been progressing and a meeting was being set up with the Clerk, Ian Gibbon, Countryside Management and Hertsmere’s Officers.  Councillor Howley advised that he was looking into the car parking issues and would report back to a future meeting.

8. FUN FAIR AT PHILLIMORE RECREATION GROUND

Members considered Supreme Amusements’ suggestion and RESOLVED that, subject to proof of insurance and adoption of a fair ground policy similar to Hertsmere Borough Council’s, they be permitted to book the recreation ground for 1 week in the Summer.

 

9. DATE OF NEXT MEETING

The next meeting of the Committee would take place on 6 March 2007 at 8pm.  It was noted that the format for running of the Festival had changed and an item would be placed on the agenda for the next meeting regarding this and the proposed use of the £9,500 raised towards Youth Activities in the Parish.
