94. Prayers
The Chairman, Councillor Worthy, led prayers.
95. Apologies for absence
Apologies for absence were received from Councillor S. Burke, Councillor Mrs Charrett and Councillor Mrs Griffiths.
96. Declarations of Interest by Members
There were no declarations of interest by Members.
97. To approve the signature of the Minutes of the Meeting held on 19 December 2006
The minutes were signed as a true and accurate record.
98. To receive any updates from actions in the Minutes of the meeting held on 19 December 2006
- Christmas Lights - Members were pleased to note that Highways would be inspecting their lamp columns for structural and electrical safety relating to Christmas Lights. It was noted that the Herts. Association of Parish and Town Councils (HAPTC) would be asking for the electricity charge for all Christmas lights across the County to be provided free of charge as a gesture of goodwill by EDF energy or at the same cost as charged to the County Council for their street lighting. Councillor Howley undertook to follow up HAPTC’s request with a letter to the County Council asking for their support.

- Printing Costs for Around Radlett – The Deputy Clerk had queried the invoice with Hertsmere Print and a credit note had been issued.
- Aldenham Village s.106 funding from Wall Hall Development – Hertsmere Planning Unit would be drawing up some enhancement ideas for the village green to present to residents for their feedback. The Clerk confirmed that to enable the £10,000 to go on materials alone, grounds staff would be undertaking the majority of the physical work.
99. To authorise the payment of accounts
The accounts were approved and the month’s cheques signed.
100. To receive communications from the Chairman
- Radlett Fire Station - Hertsmere Borough Council intended to reopen the scrutiny process regarding the closure of the Fire Station and the Chairman had been invited to that meeting.
101. To consider the s.145 grant to Radlett Centre Trust 2007/08
Councillors Mrs Baker, Deem, Mrs Griffin and Worthy declared a personal interest in the item relating to the Radlett Centre Trust grant, as the Council’s nominated representatives on the Board of Trustees.

Members noted the Finance & General Purposes Committee’s RECOMMENDATION contained in minutes of 17th January 2007 “that a grant of £118,680 plus £1,548 to enable Shakespeare for Kidz productions at the Theatre be agreed” and RESOLVED accordingly. The view was expressed that whilst not binding on the Council to approve, an application for an inflationary increase in the grant year on year would be thoroughly considered.
102. To consider the parish precept for 2007/08
The draft budget as circulated and the Finance & General Purposes Committee’s RECOMMENDATION contained in minutes of 17th January 2007 that “the fifth draft budget be agreed plus any minor adjustments agreed between the Clerk and Chairman of Finance and General Purposes Committee” was noted. Members RESOLVED that the precept for 2007/08 be £502,049.
103. s.137 Grant to Radlett Festival Committee
Councillor Mrs Wackrow declared a personal interest in this item as a volunteer worker in the Peace Hospice shop.

Members RESOLVED that the Radlett Festival Committee be given a grant of £6,777.62 equal to the balance due of the surplus made on the Festival Weekend 2006 as detailed in their application.

105. Planning
- To consider the number of applications received, allowed, refused and withdrawn from 1st January 2006 to 31 December 2006
334 applications had been received, 135 had been approved, 76 refused, 17 withdrawn with 106 outstanding.
- Report by the Boundaries and Planning Committee Chairman on applications considered at the meetings of the Committee or decisions reached by the Local Planning Authority or Appeals lodged with the Planning Inspectorate that are of special interest
- TP/2006/1489 – 18–20 Watford Rd, Radlett Demolition of 18 and 20 Watford Road and erection of a 3 2 storey residential blocks comprising 16 flats, 32 basement & 5 surface level parking spaces and landscaping with formation of access onto Watford Road – The application had been refused by Hertsmere Borough Council
- TP/2006/1540 – 36-38 Goodyers Ave - Demolition of existing properties and replacement with two separate 5 bedroom detached houses – The application had been withdrawn.
- TP/2006/0977 – 102-104 Watling Street, Radlett - Change of use from A1 (Retail) to A3 (Restaurant) – The application had been withdrawn.
- TP/2006/1608 – Roundbush Nursery - Use for residential purposes (application for Certificate of Lawfulness for Existing Use. Resubmission follows refused certificate under TP/06/0219) – The Planning Committee would discuss this application at its next meeting.
- TP/2006/1490 - Land opposite 1-4 Railway Cottages - Erection of a four storey block comprising of 4 X 2 bedroom and 4 X 1 bedroom flats together with 8 off street car parking spaces and associated landscaping – The application had been refused.
106. An update on the future of the Gravel Allotments
- Cllr Lambert advised that two potential uses had been identified both of which required leases of some considerable years. The Trustee would be meeting to discuss the suggestions in February. The Head of Planning, Transportation, and Building Control at Hertsmere Borough Council had informally expressed his concerns regarding one or two points in each scheme. Members advised that previous request to lease the land had failed mainly due to the length of lease required to make any use viable. In view of the site’s potential should it be removed from the Green Belt Members were of the view that only short term lets should be agreed by the Trustees.
