ALDENHAM PARISH COUNCIL
Minutes of the meeting of the PARISH COUNCIL held at 8pm on Tuesday
19 December 2006 in the Douglas Hicks Room, The Radlett Centre, Radlett, Herts.

- Prayers
The Chairman, Councillor Worthy, led prayers.
- Apologies for absence
Apologies were received from Councillors Mrs A Baker, S Burke, W Deem, Mrs W Griffin and Mrs E Wackrow.
- Declarations of Interest by Members
There were no declarations of interest.
- To approve the signature of the Minutes of the meeting held on 28 November 2006
The Minutes were signed as a true and correct record.
- To receive any updates from actions in the Minutes of the meeting held on 28 November 2006
- Street Furniture - The favoured colour of the street furniture was burgundy.
- Fire Station - No confirmation had been received as to whether the Fire Station would remain closed or reopen. Until a firm decision was reached the Parish Councils’ budget could not be set.
- Blackbirds Farm - An appeal had been submitted against the refusal for planning permission to re-site the access road. The matter was in the hands of the enforcement officer.
- Flooding - It was understood that flooding problems in both Homefield Road and Shenley Hill was being attended to by Hertfordshire County Council.
- Christmas Lights - Councillors and members of the public had been very impressed with the Christmas lights this year. An amount of £700 had been spent on increasing the Christmas in 2006. The overall cost to replace them would be in the future would be £7200.
It was noted that a section of lights were out in Radlett Gardens and the Clerk was asked to contact Lamps and Tubes.

- Crime Figures - A copy of the Crime Figures were circulated to Members. Councillor Mrs Turner commented on the present increase in petty crime in the area.
- To authorise the payment of accounts
The account for the cost of the printing Around Radlett from Print Services at Hertsmere Borough Council was considered high in comparison to previous editions. If the higher figure were to continue it would reflect on the current budget figures for 2007/2008.
The Deputy Clerk was asked to make enquiries with Hertsmere Print Services.

- Questions from Councillors
- Octagon Donation to Aldenham Village - A letter had been received from Aldenham Village resident, Mr Mike Thompson. Mr Thompson had been co-ordinating ideas from local residents on what to spend the £10,000 donated to the village by the Wall Hall Developers, Octagon as part of the Section 106 Planning Agreement. Ideas put forward were – Improvements to The Green, Planting of trees, Improvements to village signs, Planting bulbs and a Roundabout from Church Lane onto the B462 at the Hilfield Lane western entrance.
A meeting was proposed to take place, those invited to attend were Mike Thompson, Richard Grove, Councillors Worthy and Mrs Wackrow, and the Clerk.

- Dot Matrix Board at the Radlett Centre - It was noted that the board was out of date. The Radlett Centre staff would be notified.

- Planning
- To consider the number of applications received, allowed, refused and withdrawn from 1st January 2006 to date
324 applications had been received, 114 approved, 72 refused, 16 withdrawn and 122 outstanding.
- Report by the Boundaries and Planning Committee on applications considered at the meetings of the Committee or decisions reached by the Local Planning authority or Appeals lodged with the Planning Inspectorate that are of special interest
a) 55 Loom Lane - The application to demolish the existing house and garage and replace with new had been withdrawn.
b) 18 and 20 Watford Road - The application to demolish 18 and 20 Watford Road and erect 3, 2 storey residential blocks comprising 16 flats with car parking was likely to be refused. The application was outside the area considered suitable by Hertsmere Borough Council for flats to be built.
The next meeting of the Boundaries and Planning Committee would be 8 January 2007 at 2.15pm.
- Items of interest from other Authorities
The Clerk reported that Mr John Watkiss had retired as director of the Radlett Centre Trust and would be replaced Mr E Levy. The Board currently consisted of five Parish Councillors and four lay members.
