ALDENHAM PARISH COUNCIL
Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 10 October 2006 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

1. A POLOGIES FOR ABSENCE
Apologies for absence were received from Councillor Mrs Balen, Councillor Howley AND Councillor Lambert.
2. PROPOSED WORK TO THE ALLOTMENTS
The Chairman advised those present that there had been no formal decision as to what should be done to improve the water supply to the allotments. The possible provision of new tanks also included looking at the usage by allotment holders and how they accessed the water but he emphasised that no decision had yet been reached.
The meeting stood adjourned at 8.05pm to enable allotment holders to express their views.
The meeting resumed at 8.30pm
The Chairman thanked those present for taking the time to attend the Committee meeting. It was noted that the group of allotment holders could form an association which would be the appropriate forum with which the Council could communicate its future plans. The Council would carry out the initial contact with all allotment holders on behalf of the Allotment Holders Association advising them of the inaugural meeting and would provide a venue for them in which to meet. The Committee were pleased to note that allotment holders would “self police” the use of sprinklers by allotment holders and that only hand held use of hoses would be allowed.
The Head of Grounds Maintenance was requested to obtain the advice of Three Valleys Water and any other irrigation experts on suggested methods of alleviating the watering problems on the allotments.

3. TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 19 SEPTEMBER 2006
The minutes of the meeting held on 19th September 2006 were signed as a true and accurate record.
4. UPDATES FROM ACTIONS IN THE MINUTES OF THE MEETING HELD ON 19 SEPTEMBER 2006
- Lights around the War Memorial, Letchmore Heath – The Clerk had contacted another electrical contractor who was looking into the problem.

5. TO APPROVE RECOMMENDATIONS FROM THE MINUTES OF THE FOOTPATHS SUB COMMITTEE OF 19TH SEPTEMBER 2006
The recommendations were approved and the minutes noted.
6. HEAD OF GROUNDS MAINTENANCE’S REPORT
All work was progressing well.
The Head of Grounds Maintenance and Clerk had attended a HAPTC course on Playground and Open Spaces Safety & Risk Assessment. Following on from this a Tree Policy would be developed to assess the Council’s trees.

7. HEALTH AND SAFETY REPORTS
- General Reports - No accidents had been reported. All inspections had been carried out with the exception of PAT testing.
- Lone Working – The Head of Grounds Maintenance was drawing up a Lone Working policy with the Grounds Staff which would be presented to Committee for information.
- New Fire Regulations – Risk Assessments for the Pavilion were in hand following the new legislation which came into force on 1st October.
8. PHILLIMORE RECREATION GROUND – IMPROVEMENT WORKS
The launch would be taking place on 27th October 12 noon to 3pm.
9. PARISH ENVIRONMENTAL ACTION PLAN
Letchmore Heath Pond - The planning permission for the notice board had been received and the board had been erected. The Clerk had been advised that the walks leaflets were not necessary to put in the final claim for funding and she would be carrying out this shortly. The official launch would be taking place at 10.30am on 21st November.
Tykesglade Bridge – A meeting would be held shortly with Mr Gibbon from Countryside Management Service on his proposals.
10. VOLUNTEERING BY THE ROUND TABLE AND THE CREATION OF BESPOKE WAY MARKERS
Members agreed that Round Table should be asked to pay for bespoke way markers for footpaths in the Parish and to use their volunteer day to erect them.

11. DATE OF NEXT MEETING
The next meeting of the Committee would take place on 7 November 2006 at 8pm.
