ALDENHAM PARISH COUNCIL

Minutes of the meeting of the FOOTPATHS SUB COMMITTEE held at 6pm on Tuesday 10 October 2006 in Meeting Room Two, the Radlett Centre, Aldenham Avenue, Radlett.

1. Apologies for absence

Apologies were received from Councillor David Lambert.


2. To confirm the Minutes of the meeting held on 19 September 2006

An amendment was made to item 3.3, the wording ‘It was noted that landowners could make repairs to stiles but HCC and CMS cannot’ was deemed as incorrect and the sentence was removed from the Minutes.

Following the amendment the Minutes were signed as a true and correct record.


3. Matters arising form the Minutes of the meeting held on 19 September 2006

Referring to item 4.2 GS pointed out that his walkers were not prepared to be responsible for waymarking. DB and GS both offered to do as much as they could.  DG added that she had waymarks with her in particular the ‘stick on’ variety and would distribute these. 

It was noted that Radlett & District Round Table had offered to carry out a community event in March 2007 and waymarking was a suggestion that had been put forward to them.

A request was made not to nail any waymarkers to trees.


4. Annual Work Form 2005/2006

It was noted that the P3 form for 2005/2006 was not required to be signed off until March 2007. It was understood that all of the work was to be carried out on land belonging to Lord Aldenham. The Deputy Clerk was requested to contact Lord Aldenham’s Estate Office requesting permission for APC grounds staff to carry out work on his land.

5. P3 Annual Work Forms 2006/2007 and 2007/2008

The faults list, compiled by walkers from the Radlett Society & Green Belt Association, was discussed and attached as Appendix A. The list shows the various agencies responsible for works to individual footpaths.  

In addition to the P3 work shown on the Appendix A, it was explained by IG that other works that would enhance footpaths, particularly the more popular walks, could also be included.

DB explained that the most popular path with the Healthy Walkers was Footpath 17; land that belonged to Mr Paul Haworth. Unfortunately many walkers had difficulty in getting over the high stiles and these seemed to occur every half a mile. Following discussion it was agreed to propose to Mr Haworth that as part of a two year rolling programme the stiles on footpath 7 would be replaced with kissing gates.
The Deputy Clerk was asked to write to Mr Haworth.
