ALDENHAM PARISH COUNCIL
Minutes of the meeting of the FOOTPATHS SUB COMMITTEE held at 7 pm on Tuesday 19 September 2006 in Meeting Room One, The Radlett Centre, Aldenham Avenue, Radlett.

Apologies were received from Councillor Mrs Balen.
- To confirm and sign the Minutes of the meeting held on 11 July 2006
Brian Hyde noted that his comments at the previous meeting ‘that members of the Footpaths Sub Committee should actively walk footpaths’ had not been recorded in the Minutes. It was agreed that the wording should be added.
Following the correction, the Minutes were confirmed and signed as a true and correct record.
- Matters arising from the Minutes of the meeting held on 11 July 2006
1. Highlighting Footpath problems for P3 Grants Mr Geoffrey Smyth explained that through the Radlett Society and Green Belt Association, and other contacts, a network of walkers had been set up to walk the various paths throughout the parish and report back to him with a list of any faults. He added that the walkers do an excellent job but some of them had expressed frustration that faults that had been reported over previous years had not been rectified, he asked that the committee be aware of the problem.
2. Meeting with Ray Strickland
Brian Hyde reported that despite his efforts he had been unable to get Ray Strickland to attend a footpaths meeting. It was suggested that an ‘on site’ meeting would be more appropriate.
3. Outcome of meeting with Ian Gibbons and Brian Lee of CMS, and Dawn Grocock of HCC
Councillor Lambert reported that a very useful meeting had been held and he felt that the system used when dealing with footpath matters had become much clearer.
It was noted that Dawn Grocock had a mowing schedule organised and it was the proposed that each footpath be mowed twice a year.
The meeting was informed that in order for footpaths to become DDA compliant stiles were no longer favoured, instead either kissing gates were erected or the gap was left open; the decision was dependent on whether any livestock were in neighbouring fields. It was noted that landowner could make repairs to stiles but HCC and CMS cannot. It was also noted that landowners must be contacted before any work was carried out and the choice of the style of kissing gate was down to each individual landowner.
- Any other Footpath matters
1. Footpaths 33 and 32/40: It was noted that both of these footpaths had broken stiles and required replacement. The Deputy Clerk was asked to contact the landowners agents.
2. Waymarkers: The Deputy Clerk was asked to contact Dawn Grocock to obtain a quantity of waymarkers for Geoffrey Smyth to distribute among his walkers.
3. Work carried out by HCC: The Deputy Clerk was asked to contact Dawn Grocock to request that Aldenham Parish Council and the Radlett Society be kept informed as to what work HCC had carried out.

- P3 Annual Work 2005/2006
The work form covering the 2005/2006 period was to be signed off when the work was completed and forwarded to CMS.
- P3 Annual Work Forms 2006/2007 and 2007/2008
Members were aware that the meeting was required to finish by 8 pm and as the amount of work required to complete the forms was significant, it was agreed that Councillor Lambert and Geoffrey Smyth would hold a further meeting on Thursday 28 September at 9am.
