ALDENHAM PARISH COUNCIL
Minutes of the meeting of the RADLETT YOUTH & COMMUNITY CENTRE COMMITTEE held at 7.30pm on Tuesday 5 September 2006 in the Youth & Community Centre, 2 Loom Lane, Radlett.

- Election of Chairman
Councillor Mrs Charrett was unanimously elected as Chairman.
- Apologies for absence
Apologies were received from Councillors Mrs Balen, S Burke and Mrs Turner.
- Declarations of Interest
There were no declarations of interest.
- Walkabout
The following points were noted:-
1. Members were very pleased with the resurfacing work carried to the front car park by HCC contractors.
2. New bargeboard had been fitted to the flat roof by HCC contractors
3. The roof of the rear hall was covered in moss and needed to be cleared as soon as possible.
4. The exterior walls of the rear hall required repainting
5. There were a large number of branches overhanging the rear hall roof and these required cutting back. It was noted that the root of the tree was on Youth Club land.
6. The door of the toy shed used by Rexton House was not secured and they would be asked to rectify this.
7. Ivy from the toilet block roof needed to be removed.
8. The framework to the front door was rotten and required replacing.
9. Three broken brass window catches required replacing in the main hall.
10. A fluorescent tube in the main hall required replacing.
11. The fire exit vestibule from the main hall required repainting.
12. Two fire alarms required to be fitted in the building.
13. A first aid sign to be ordered for the exterior of a kitchen cupboard door.
14. Snooker table light was not working and required replacement perhaps a fluorescent tube.
15. The furniture in the quiet area was now in a shabby state and required replacement. The Platt Foundation had originally purchased the furniture and they would be approached to inquire if they would be able to replace it, alternatively, the Round Table or Rotary would be approached.

The Minutes were confirmed and signed as a true and correct record.
- Matters arising from the Minutes of the meeting held on 17 January 2006
1. Insurance: The building was currently insured with the NFU.
2. Kitchen Floor: The caretaker would purchase non slip tiles to resurface the kitchen floor.

3. Book Shelves: The book shelves in the quiet area required backing with a strip of wood.
- Increase in Hire Charges
It was noted that the charges had not been increased for two years. In the future all charges would be reviewed an annual basis.
The Deputy Clerk was asked to check with St John’s Church to ascertain what Hire fee was charged to the After School Club. Councillor Mrs Charrett would check with Graham Taylor to ascertain how much the Scouts charged Rexton House Nursery School.
It was agreed to increase all hire charges including children’s parties by 5% with effect from 1 April 2007.
At the Annual Meeting in April 2006 a member of the public, Julian Treeves Brown, asked why the Youth Club were charged VAT on hire charges when they were a registered charity. The Deputy Clerk was requested to ascertain if a VAT charge was applicable.
