ALDENHAM PARISH COUNCIL

Minutes of the meeting of the FINANCE & GENERAL PURPOSES COMMITTEE held at 8pm on 17 May 2006 The Radlett Centre, 1 Aldenham Avenue, Radlett.

1. ELECTION OF CHAIRMAN

Councillor Mrs Wackrow was elected Chairman for the meeting.

 

2. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor Mrs Griffin, Councillor Mrs Griffiths and Councillor Worthy.

 

3. MINUTES OF THE MEETING HELD ON 19 APRIL 2006

The minutes of the meeting held on 19 April 2006 were signed as a true and accurate record.

 

4. MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 19 APRIL 2006

  1. Survey and mapping of King George V Playing Fields – The Clerk had carried out an initial search at Land Registry.  Further work would be carried out by Turner and Debenhams to register the King George V Playing Fields as 5 separate parcels of land.

    The Clerk was requested to contact the National Playing Fields’ Association again to find the exact extent of the King George V Playing Fields in Radlett.

    Concern was expressed that the field on the left hand side of Theobald Street entering Radlett was not being used by the farmer and may be under threat of development.  The Clerk was requested to find out ownership of the land and the intended use of the site by the tenant farmer. (Action: Clerk)

  2. Youth Club Budget – Members were advised that the insurance under spend was due to the payment in January 2006 being accrued into 2006/07 accounts and a credit received from N.F.U., the insurers, for duplication of insurance between N.F.U. and the Council’s main insurers.

 

5. PROPERTY PORTFOLIO

  1. 28 Elm Walk – The Clerk had engaged the services of Freeman Dawson & Co from High Wycombe to carry out a survey on the house & roof with a view to remedying the damp problem.

    Vigor Estate Agents had advised that the tenancy may change on the property.  The Clerk had advised that a full reference should be taken up by the Agents prior to changing the tenancy.

  2. Work to the Council’s Offices – The Clerk had received two quotes so far to draw up the plans.  A further quotation was awaited.  It had been suggested that the plans could be drawn up by the builder, however, Members recognised that Hertsmere Borough Council would expect full plans to be submitted before a building firm was appointed.

  3. DDA compliance with steps on Council buildings – Members noted Mrs Thomson’s letter and the Clerk’s interim response.  Due to the type of white stone used on the steps to the Radlett Centre it was not considered feasible to paint a black or yellow line on the edges, however, the ramp into the building negated the need for a visually impaired visitor to use any steps into the building.  The Clerk was requested to respond accordingly. (Action: Clerk)

7. DATE OF NEXT MEETING

8. RESOLVED that the following items were confidential as defined in the Public Bodies (Admissions to Meetings) Act 1960 and the press and public be excluded from the meeting.

Members considered the notes circulated of the Clerk’s appraisal held on 27 April with Councillor Howley and the objectives set for 2006/07.

RESOLVED that the appraisal and objectives be noted.
