ALDENHAM PARISH COUNCIL
Minutes of the meeting of the PARISH COUNCIL held at 8 pm on Tuesday 28 February 2006 in the Douglas Hicks Room, The Radlett Centre, Aldenham Avenue, Radlett.

126. Prayers
The Chairman, Councillor Howley, led prayers.
127. Apologies for absence
Apologies had been received from Councillors Burke, Mrs Griffin and Lambert.
128. Co-opt a new Councillor
Mrs Caroline Griffiths was co-opted as a new Member to the Council.
129. To receive a presentation by Mr Mark Silverman
Mr Mark Silverman of Hertsmere Borough Council gave a presentation to Members on the new Local Development Framework (LDF). The new plan would supersede the present Local Development Plan in approximately one year’s time. A public meeting to discuss LDF issues would held at 7.30 pm on Monday 13 March in Christ Church Hall, Radlett.
130. To receive and note declarations of interest
There were no declarations if interest.
131. To approve the minutes of the meeting held on 31 January 2006
A correction was made to item 117, third line, it was agreed to delete ‘along’. Following that correction the Minutes were signed as a true and accurate record.
132. Matters arising from the Minutes of the meeting held on 31 January 2006
117 (i) Speeding along Cobden Hill CPSO Adele Jenkins reported that in order to reduce the problem of speeding drivers in the Cobden Hill area a speed gun had been used with a high level of success. The exercise would be repeated in the near future in Cobden Hill and other problem areas.
118 (ii) Lease with Tabard It had been agreed with Tabard, that in the future, any lettings of the car park would be reported to the Parish Council.
119 (ii) Councillors’ photos It was agreed that the Deputy Clerk would take photos of Members for a who’s who poster on the information boards. All Members’ photographs would be taken after the next election.

133. To adjourn the meeting for members of the public to address the Council
There were no members of the public present.
134. To approve viring funds from the Radlett Festival accounts
The proposed transaction was approved, to enable payment of the Radlett Festival surplus as a Section 137 grant for disbursement to appropriate local youth causes.
135. To authorise payment of accounts
The cheque payable to Hertsmere Borough Council for £130.00 was for staff costs for the Skate Park held recently at Phillimore Recreation Ground. The amount would be refunded via the Crime Reduction Group.
The accounts were approved and the month’s cheques signed.
136. Communications from the Chairman
(i) Proposed Motor Cycle Scheme, Picnic Field The Chairman reported that a Trustee had now been appointed and it would seem that the proposals would now go ahead.
(ii) Result of Enquiry for Parish Council’s to run a Fire Station NALC (National Association of Local Councils) had responded to the Parish Council’s enquiry. They had responded that Parish Councils could not fund or run their own fire station and use of the s137 route would leave them open to challenge. A notice would be drafted and displayed on the notice board and circulated to the local press.

137. To respond to questions from Councillors
(i) Allocated Spaces in Newberries Car Park Councillor Mrs Baker said she understood that a certain number of car parking spaces were to be allocated in Newberries Car Park for Radlett Centre users and asked when it was proposed to paint these in a different colour as arranged with Hertsmere Borough Council. The Clerk would make enquiries to find out when the work would be carried out. Action: Clerk
ii) Parking Meter, Aldenham Avenue Members noted that the parking meter in
Aldenham Avenue had been out use and covered over for some considerable time. The Clerk would make enquiries to find out when it was to be reinstated. Action: Clerk
(iii) Disabled Bays, Newberries Parade Members felt that instructions to drivers with disabled badges were unclear when parking outside the shops in Newberries Parade. The Clerk was asked to make enquiries. Action: Clerk
138. To approve the recommendation within the Minutes of the following Committees

Resolved: that the recommendations in the five sets of minutes be approved.
139 Planning
Councillor Mrs Wackrow reported that at the Boundaries and Planning meeting on
20 February it had been agreed not to include the names of residents applying for planning permission on the grid that was forwarded to Hertsmere Borough Council. It had also been agreed to make enquiries with other Parish Councils find out what methods they used. The matter would be reported to the next Parish Council meeting.

(i) Number of application received since January 2006
Thirty two applications had been received so far this year.
(ii) Applications of Special Interest
An application had been made to build 10 x 2-bedroom flats behind Skybreak, The Warren. The matter would be discussed at the next Boundaries and Planning meeting.
An application had been received to demolish a house known at Hawthornes, The Warren and rebuild one x 4-bedroom detached house. The matter would be discussed at the next planning meeting.
(iii) Other Planning Matters
The application for a telecommunications site in Shenley Hill had been refused on the grounds of an unsafe access.
140. To consider reports from Officers of the Council
No items were put forward.
141. Items of interest from Minutes of other authorities
Councillor Mrs Turner reported that the mini bus would cease to run from 18 May. The decision had been made due to lack of users and drivers. It had been suggested by members of Radlett Old People’s Welfare Committee that the proceeds from the sale of the mini bus could go towards the Parish Council operating a scheme similar to the Taxi Voucher Scheme. The offer was declined due to the high administration cost.
