ALDENHAM PARISH COUNCIL

Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 1 November 2005 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

1. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor D. Lambert

 

2. TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 6 October 2005

The minutes of the meeting held on 6 October 2005 were signed as a true and accurate record.

 

3. MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 6 October 2005

  1. Moving permanent goal post from its current location – The Clerk advised that the spare parts had been ordered and the moving equipment would be hired once the parts had been delivered.  The Finance and General Purposes Committee had determined that Mr Saunders should contribute a maximum of £1,900 towards the costs of moving the goal posts.

 

4. HEAD OF GROUNDS MAINTENANCE’S REPORT

 

WATLING STREET – The hanging baskets were down and the War Memorial baskets were replanted for winter but not yet up.

The bulbs had been planted in pots ready for the late winter/early spring.

Another 14 sets of Christmas lights would be needed for the Christmas Trees above the shops. 

RADLETT GARDENS – The two poles had been removed from the gardens.

YOUTH CLUB – A new kitchen had been fitted by Grounds Staff.  The Head of Grounds Maintenance expressed concern with the Health and Safety risks involved in employing staff at the Youth Club on their own and requested that a risk assessment be carried out.  It was agreed that this should be carried out at the next meeting of the Youth and Community Centre Committee.

SALTER’S FIELD – The Grounds Staff had created the base for a BMX dirt track at Salter’s Field and local youths were completing the work.

 

5. HEALTH AND SAFETY REPORTS

Members noted that no accidents had been recorded in the accident book since the last meeting.

All inspections had been carried out. 

 

6. DRAFT BUDGET 2006/07

The committee noted the draft Budget and requested that the Bowls Club rent be set at £4425 plus VAT and Seeds, plants and soil preparations be increased to £2,500.

The budgets for 2005/06 were recommended to the Finance and General Purposes Committee as Income £12,300 and Expenditure £183,699.

7. TYKESIDE BRIDGE, A MEMORIAL TO CLLR. MRS ANN REITH

At Council on 25 October, Members had expressed their disappointment that nothing further had been heard on moving the recycling bins.  The Clerk had been requested to write to Cllr Payne asking what action he had taken since the meeting of Joint Councillors in August.  This had been actioned and a response was awaited.

 

8. LIGHTING AT RADLETT GARDENS

Councillor Mrs Charrett advised that a meeting was taking place the next day with an anticipated start date of 10th November.

 

9. PHILLIMORE RECREATION GROUND

Council’s expression of interest submitted to Barclays Spaces for Sport had been accepted and the Council was in a short list of 73.  The Clerk would be gathering the required details for the second round by the beginning of December.
 
The application to the Lottery Fund Awards for All had been submitted.

Other quotations were being obtained for refurbishing the pavilion.

An order had been placed for repairs to the roundabout as the replacement costs would have been much greater.

 

10. PARISH ENVIRONMENTAL ACTION PLAN

Hertfordshire County Council’s contractors had cleansed the road gullies and the pond was filling up naturally.  Another contractor had been appointed to carry out work to the front bank.

The Clerk was requested to find an electrical contractor who could look at the lights around the War Memorial that were not working.

11. CHRISTMAS LIGHTS

The Oakway lights were up and the Post Office tree had had two extra strands put in.  The Christmas tree for the Radlett Centre would be ordered shortly.

 

12. DATE OF NEXT MEETING

The next meeting of the Committee would take place at 8pm on 6 December 2005.
