ALDENHAM PARISH COUNCIL

Minutes of the meeting of the PARISH COUNCIL held at 8pm on Tuesday 25 October 2005 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

There were no declarations of interest by Members.

73. To approve the signature of the Minutes of the Meeting held on 27 September 2005

Subject to renumbering the pages, the minutes were signed as a true and accurate record.

74. To receive any updates from actions in the Minutes of the meeting held on 27 September 2005

(i) Speeding down Craigweil Avenue – Councillor Worthy would be meeting with the Highways Engineer shortly and would raise this matter again.

(ii) Trees/Shrubs along Gills Hill Lane and Craigweil Avenue – Councillor Worthy would be meeting with the Highways Engineer shortly and would raise this matter.
 
(iii) Gutters and gullies – Councillor Worthy would be meeting with the Highways Engineer shortly and would raise this matter again.

76. To authorise the payment of accounts

The accounts were approved and the month’s cheques signed.

 

77. To receive communications from the Chairman

  1. Selection of a winner from the website questionnaire respondents – Mr W. King of Shenley Hill, Radlett was selected and won £30 of HMV gift vouchers.

  2. Letter of complaint regarding parking on grass verges – Members noted Mr Jennings’ letter and requested that a copy be sent to Hertsmere Borough Council as responsibility rested with them.  With respect to Mr Jennings’ comments regarding litter picking, Members requested that he be advised that all Parish Councillors actively contributed to litter picking in the Parish.

  3. Letter of complaint regarding noise nuisance in Watling Street – Members noted the letter from Mrs Farrelly and requested that the Clerk refer the matter onto Environmental Health, Planning and Hertfordshire Highways who all had an interest either in noise nuisance or the manner in which Tesco carried out their deliveries.
    (Action: Clerk)

  4. Remembrance Day - Councillor Howley would lay the wreath at the Radlett War Memorial and Councillor Thompson or Councillor Lambert would be asked to lay the wreath at Letchmore Heath.  Councillor Deem offered to lay the wreath at Radlett if Councillor Lambert or Councillor Thompson were not available and Councillor Howley would lay the wreath at Letchmore Heath.

  5. Radlett Fire Station Meetings – Members were reminded that meetings to discuss the closure of the Fire Station would be 7.30pm on 31 October 2005 at the Radlett Centre as a public forum and a meeting of Hertsmere Borough Council’s Property, Community and Support Services Scrutiny Committee, to which all Councillors had been invited, would take place at 7.30pm on 28 November at the civic Offices in Borehamwood.

  6. In the Loop – A copy of the Hertfordshire Constabulary’s 'In the Loop' was available at http://www.herts.police.uk/about/stakeholders_bulletin.htm or could be printed out in hard copy by the Clerk if Members requested a copy.

  7. Carriageway works in Radlett – Members were reminded that work would start soon. Any comments or complaints should be directed to Mr Steve Gregory on 01923 257000.

  8. Letter received from Ros Gray – Mrs Gray had written suggesting that the Parish Council consider making a local award for volunteer of the year on an on-going basis.  Members agreed that this should be discussed by the Finance and General Purposes Committee in the first instance.

  9. Roles and Responsibilities Course – Members interested in attending this course at Great Dunmow on 7th December were requested to contact the Clerk.

 

78. To respond to questions from Councillors

A Member asked whether it was considered acceptable to have An Evening with George Galloway on the Radlett Centre Programme considering his outspoken views on Palestine and Israel.  Councillor Mrs Griffin, as Chairman of the Radlett Centre Trust Board of Trustees, advised that this would be considered at the next meeting of the Board.

RESOLVED that the recommendations contained within the two sets of minutes be approved;

Members noted that the meeting of the Boundaries and Planning Committee on 24 October 2005 had been inquorate.  The suggested responses, as circulated, to the applications was approved.

80. To note the minutes of the Footpaths Sub Committee held on 6 October 2005

The minutes were noted.  Members were pleased to note that the Parish Paths Partnership work for 2004/05 had been completed.

 

81. Planning

  1.   To consider the number of applications received, allowed, refused and withdrawn from 1st January 2005 to date

    305 applications had been received, since 1st January 2005, 116 had been approved, 54 had been refused, 13 had been withdrawn and 122 remained outstanding.

  2. Report by the Boundaries and Planning Committee Chairman on applications considered at the meetings of the Committee or decisions reached by the Local Planning Authority or Appeals lodged with the Planning Inspectorate that are of special interest

    (i) TP/2005/1250 – Former Builders Yard off Station Road, Radlett - Redevelopment of former Builders Yard to provide 8 two storey 3 bed dwelling houses together with 15 car parking spaces, shared amenity spaces, landscaping and upgraded access – As this allowed for 50% more parking and reduced the number of dwellings by 2 from the previous application, Members raised no objection.

    (ii) Application to Hertfordshire County Council to carry out composting at Blackbirds Farm – This application had been withdrawn.


  3. Other Planning Matters

    (i) Members’ views were requested on holding daytime meetings of the Boundaries and Planning Committee to assist in making the meetings quorate.  Members were asked to consider this at the next meeting of the Committee.

    (ii) Members requested that the Planning Unit be advised that their request for a 3 day response to amended plans was not acceptable to this Council.

 

82. Reports by the Clerk

  1. Change of Council meeting date in December – Due to staff unavailability on 20th December, Members agreed to change the date of the meeting to 13th December.
    (Action: Clerk)

  2. Change of Annual Parish Meeting dates 2006 and 2007 – To assist with the efficient operation of the Radlett Centre, Members agreed to change the Annual Meeting date to 18th April 2006 and to 17th April in 2007 to avoid a clash with Passover.
    (Action: Clerk)

  3. Staff Concessionary Day – Members agreed to give staff an additional day’s leave on 28th December 2005 provided that 2 days’ Annual Leave was taken on 29th and 30th December and any staff cover during that period be kept to a minimum.
    (Action: Clerk)

 

83. Recycling Bin

Members expressed their disappointment that nothing further had been heard on moving the recycling bins.  The Clerk was requested to write to Cllr Payne asking what action he had taken since the meeting of Joint Councillors in August.
