ALDENHAM PARISH COUNCIL

Minutes of the meeting of the FOOTPATHS SUB COMMITTEE held at 7pm on Thursday 6 October 2005 in Meeting Room One, The Radlett Centre, Aldenham Avenue, Radlett.

1. Apologies for absence

Apologies were received from Councillor Mrs Turner.

2. Declarations of Interest

There were no declarations of interest.

3. To confirm the Minutes of the meeting held on 15 May 2005

The Minutes were confirmed as a true and correct record.

4. Matters arising from the Minutes of the meeting held on 15 May 2005

Brian Hyde reported that Ray Strickland was unable to attend the meeting owing to pressure of work and it seemed unlikely that the situation would change in the foreseeable future. It was agreed to hold a site visit with Mr Strickland. Councillor Lambert would make the arrangements and other members would be informed of the date.

5. Parish Paths Partnership

a. 2004/2005

All of these works had now been completed.

b. 2005/2006

The following works were put forward for possibly inclusion:-

(i) Footpath 31a (Fruit Farm) 2 stiles required replacement

(ii) Footpath 33 required a new stile.

It was noted that stiles were currently being replaced by kissing gates.

(iii) Footpaths 14, 40 and 50 require waymarkers

(iv) Footpath Aldenham 50 Members were not sure of the problem with that footpath and David Bagon offered to investigate

6. Application for a Modification Order for a Bridleway off Aldenham RUPP 20

Members offered no objection to the present RUPP being dedicated as a bridleway. The Deputy Clerk was requested to respond to Herts County Council.

7. Modification Order – BOAT from Woodhall Lane to Theobald Street

It was reported that a letter had been received from the Countryside Access Officer at Herts County Council that informed the Parish Council that a Temporary Traffic Regulation Order to close Elstree and Borehamwood BOAT 60/Aldenham BOAT 79 to all horseriders, cyclists and vehicles. The closure order took place from 27 June 2005 for a period of six months. During that period an audit and investigation would be carried out on safety grounds.

Members were opposed to motorised vehicles using the byway but approved of walkers, horseriders and cyclists.

8. Rotten Sign

It was reported that the post to Footpath 47 was rotten. The Deputy Clerk was asked to report this to Andy Chatterton at Herts County Council.

9. Date of next meeting

The next meeting will be held on Thursday 10 January 2006 at 7pm.
