ALDENHAM PARISH COUNCIL

Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 6 September 2005 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

  1. APOLOGIES FOR ABSENCE

    Apologies for absence were received from Councillor Lambert.


  2. TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 5 JULY 2005

    It was noted that Cllr Lambert had given his apologies and that in the last paragraph on the first page “basil” needed to be changed to “basal”.

    Subject to the above amendments, the minutes of the meeting held on 5 July 2005 were signed as a true and accurate record.


  3. MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 5 JULY 2005

    •  Review of Fees and Charges 2005/06 Radlett Bowls Club – Hatfield Town Council were carrying out a Best Value Review of their Grounds Maintenance service and had asked the Parish Council to provide some details of its own services. As part of that information the Clerk would calculate the time spent on the Bowls Green for a more accurate recharge to the Bowls Club in future.
    (Action: Clerk)

    •  Letter to allotment holders regarding use and tenancy of the allotments – The annual rent letter including details of tenancy etc. would be sent to all tenants by the end of the week.

    •  Trafalgar Weekend – The Clerk confirmed that advertising for the Beacon lighting would take place very soon. An item had appeared in Around Radlett.


  4. HEAD OF GROUNDS MAINTENANCE'S REPORT

    RECREATION GROUND


    •  A tree contractor had been called out to do some work to the trees in the children's play area when a member of the public had been hit on the head by a branch. The gentleman did not sustain any injury. The dead branches had not been present during the tree inspection in May. It was thought that the recent dry weather had caused some branches and twigs to die back.

    •  A set of senior goal posts had been purchased to replace those vandalised in May. The Council's insurers had advised that the vandalised goal posts were not covered whilst left out in the recreation ground even though they had been locked up.

    •  The vandal proof goal post purchased with funding from the Festival Youth Fund had been put up in the Recreation Ground and the whitening shed removed to create more open ground around it.

    •  Winter work was now underway on the football pitches and bowls green.

    •  Wicksteed had been commissioned to look at the large roundabout which was not turning smoothly. The repair estimate was awaited.

    RADLETT GARDENS

    •  Some more vandalism had taken place at Radlett Gardens in the form of graffiti.

    SCRUBBITTS WOOD

    •  A claim had been made to the Council's insurers for subsidence to 4 Scrubbitts Park Road. The Council's insurer's response was awaited.


  5. HEALTH AND SAFETY REPORTS

    Members noted that one accident had been recorded in the accident book since the last meeting relating to a dog bite.

    All inspections had been carried out.


  6. TYKESIDE BRIDGE, A MEMORIAL TO CLLR. MRS ANN REITH

    Following the Joint Councillors' meeting in August nothing further had been heard from Cllr. N. Payne regarding the recycling bins. The Clerk was requested to follow this up with him.

  7. LIGHTING AT RADLETT GARDENS

    Councillor Mrs Charrett advised that the orders had been placed and work would commence at the end of September/early October. It was agreed that the water and electricity points should remain in the toilet block for the present until the Borough Council had decided what they would be doing with the building.

    Councillor Howley undertook to assume responsibility for the Christmas lights in 2005. Councillor N Gilmore had approached Councillor Howley regarding the use of Radlett Gardens for a 9ft lit Menorah to celebrate Chanucah. Members were concerned that this was not the most appropriate space for the lights and suggested that in front of the synagogue in a prominent position would be an excellent location by bringing the celebration of Chanucah to the centre of Radlett.


  8. PHILLIMORE RECREATION GROUND

    An expression of interest had been submitted to Barclays Spaces for Sport, requesting £55,000 towards the 5-a-side pitch and tennis court. The application had to be submitted by the beginning of September and there had not been sufficient time to submit it to the Committee for approval. If the Council was fortunate enough to go through to the next stage, further details would be required and they would be submitted to the Committee for prior approval. It had been assumed that £15,000 could be funded by the Council towards the project.

    An application had also been submitted to the Lottery Fund Awards for All for the maximum grant of £5,000 towards the project.

    Applications would also be made to Hertsmere Borough Council and the Crime and Disorder Reduction Fund.

    The quotation for refurbishing the pavilion was still awaited.

    A youth questionnaire had been put on the Council's website to encourage feedback from local youth. It was agreed that paper copies should be held at the Council Offices and Recreation Ground for those who did not have internet access.

  9. PARISH ENVIRONMENTAL ACTION PLAN

    The trees had been trimmed back around the pond at Letchmore Heath to let more light get to it. Draining of the pond was now underway and dredging should take place on or after 12 th September. Sifting through the silt would be carried out by volunteers hopefully during the weekend of 17 th /18 th September.

    Councillor Lambert had obtained a quotation for replacement concrete bollards which was very expensive. It was agreed that the grounds staff would make up moulds to make the bollards. This would be part of the Council's contribution to the project along with the duck feeding areas that the grounds staff would be creating by the pond.

  10. DATE OF NEXT MEETING

    The next meeting of the Committee would take place at 8pm on 6 October 2005.
