Minutes of the meeting of PARISH COUNCIL held at 8pm on Tuesday 26 April 2005 at The Radlett Centre, 1 Aldenham Avenue , Radlett.

The Vice Chairman, Councillor Worthy, led prayers.
168. Apologies for Absence

169. To approve the signature of the Minutes of the Meeting held on 22 March 2005
The minutes were signed as a true and accurate record.
170. Matters arising from the Minutes of the Meeting held on 22 March 2005
(i) Speeding down Craigweil Avenue – A response from Hertfordshire Highways was awaited to the Clerk's request that a survey be carried out as a matter of urgency.
(ii) Weedkilling around lamp posts – The Clerk had been advised that Hertsmere Borough Council had inspected the verges in Craigweil Ave and Newberries Ave. and the damage to the verges was not due to weed killing around obstacles, but was the result of road gritting during the winter period. It was also quite noticeable in Gills Hill Lane . As grass verges were Highways land it had been suggested that any reinstatement of the verges were their responsibility.
Members expressed surprise that it was salt not weed killer that had killed the grass particularly as the dead grass was noticeable after the weed killing had taken place. The Clerk was requested to ask for further evidence or information to explain why the damage had been caused by road salting or that the officer meet on site to discuss the matter further.

(iii) Trees/Shrubs along Gills Hill Lane and Craigweil Avenue – Councillor Mrs Reith offered to meet Hertfordshire Highways contractors on site to show them the trees that required trimming back.
171. To authorise the payment of accounts
The accounts were approved and the month's cheques signed.
172. To respond to questions from Councillors
(i) Filling of holes in pavements – Concern was expressed that statutory undertakers were re-instating the footpaths along Watling Street with tarmac rather than the original bricks. The Clerk undertook to advise Hertfordshire Highways.
(ii) Street Sweeper – Members noted that there appeared to be a new street sweeper for Radlett who was carrying out a very good job.
(iii) Hertsmere Mobility Scheme – Members had noticed an article in the Watford Free Observer advising of a scheme providing transport for people with mobility problems run by Hertsmere Community Transport. As no one had been notified of the scheme, the Clerk was requested to find out further details.

(iv) Kissing Gates at Phillimore Recreation Ground – A Member had received a complaint regarding the new kissing gates at the Recreation Ground. The Clerk undertook to obtain advice from the manufacturers in dampening the sound.
(v) Parking in Craigweil Avenue – the Clerk was requested to ascertain from CPZ at Hertsmere Borough Council whether they enforced the yellow CPZ lines in Craigweil Avenue at the junction with Newberries Avenue as some vehicles were regularly parking causing a visual obstruction to other drivers.

RESOLVED that the recommendations contained within the seven sets of minutes be approved and that consideration of the items put before the inquorate meeting of the Boundaries and Planning Committee on 18 th April be considered under Item 12. Planning Matters.

175. Planning
(i) Planning Statistics
No figures were available for the meeting.
(ii) Applications of special interest:
(a) TP/2005/0337 – The Cottage, Common Lane, Letchmore Heath - Conversion of garage/stable/cowshed into a 4 bedroom residential dwelling - Members were advised that the Planning Committee meeting of 18 April had been inquorate and no decisions taken, however, the two Members present suggested that no objection be made to the application. In light of further representations and in view of the location of the site in the green belt it was considered that the Council should raise no objection as long as it conformed to development standards within the Green Belt. The Council were also of the view that any conditions imposed originally on the development must be adhered to.
(b) TP/2005/0278 – 18 Loom Lane, Radlett - Demolition of existing retaining entrance wall – It was noted that the underground parking had now been removed from the drawings. Concern was expressed at the loss of 4 big trees and the laurel hedges in the conservation area. Members raised no objection provided their concerns were also raised with the Local Planning Authority.
(iii) Other Planning Matters
RESOLVED that the items put before the inquorate meeting of the Boundaries and Planning Committee on 18 th April as detailed on the grid, subject to the amendments above and changing the address of Peregrine Close to Garston not Radlett, be approved.
176. Report by the Clerk
RESOLVED that the Calendar of Meetings as circulated be approved.
177. Report by the Chairman
Members were invited to view the new Christmas lights in the trees in Radlett Gardens after the meeting.
178. Recycling bins – Newberries Car Park
Members noted that Mr Eden Lee, the Chief Executive at Hertsmere Borough Council, had written to Mr Welchman at Watling Mansions advising that the Recycling bins would be moved but giving no timescale.
179. Items of interest from Minutes of other authorities
Councillor Mrs Turner advised that the Neighbourhood Watch scheme in Radlett was being used as a good example for the rest of Hertfordshire to set up their schemes. It was hoped that by the end of the year all roads in Radlett would be in the scheme. The Council agreed that it should encourage the Scheme through Around Radlett.
Councillor Mrs Wackrow advised that the Horticultural Society had been broken into and approximately £150 of stock had been stolen.
180. Future Agenda Items
Members requested that an item be placed on the agenda for the next meeting of the Council to discuss the wish list of Capital Expenditure.
