ALDENHAM PARISH COUNCIL

Minutes of the meeting of PARISH COUNCIL held at 8pm on Tuesday 14 December 2004 at The Radlett Centre, 1 Aldenham Avenue , Radlett.

108. Prayers

Councillor Worthy led prayers.


109. Apologies for Absence

Councillor W. Deem, Councillor J. Howley and Councillor D. Lambert.


110. CHAIRMAN'S WELCOME

The Chairman welcomed Mr Norman Gerald and Mr Frank Wilson, Chairman and Vice Chairman respectively, of the Standards Committee who were observing the meeting.

111. To approve the signature of the Minutes of the Meeting held on 30 th November 2004

It was noted that Page C28 100. To respond to questions from Councillors (ii) Insurance Matters, third line should be “subsidence” not “subsistence”.

Subject to the above amendment, the minutes were signed as a true and accurate record.

112. Matters arising from the Minutes of the Meeting held on 30 th November 2004

  • Speed cameras – Theobald Street – The cameras had now been installed.
  • Parking in Aldenham Avenue – Members noted that an article had appeared in the Watford Observer following the last meeting of the Council. The General Manager of the Radlett Centre had given copies of a letter to local residents to put on inconsiderately parked cars requesting that they refrained from doing so in future.
  • Appointment of Work Experience Staff – Recreation Grounds – Members noted that Alistair Grey would be working with the Council for a week commencing 20 th December and would work during some of his school holidays.
  • To adjourn the meeting for members of the public to address the Council
    There was no one present who wished to address the Council.

114. To authorise the payment of accounts

The accounts were approved and the month's cheques signed.

115. To respond to questions from Councillors

  • Area under wooden walkway from carpark to Newberries Parade – Members requested that the Clerk ascertain ownership of the land to request that the area be cleaned. (Action: Clerk)
  • Christmas Lights – Members expressed their appreciation for all of the hard work Councillor Mrs Reith and the Grounds staff had put into making the Christmas lights in Watling Street look so good this year.

117. Planning

  • Planning Statistics

    356 applications had been received, 222 had been approved, 106 had been refused and 28 outstanding.
  • Applications of special interest:

    •  Bhaktivedanta Manor - Erection of an agricultural building to house cattle with an approximate floor area of 3800 sq m (involving demolition of existing cowsheds ) – The Boundaries and Planning Committee had requested Councillor Lambert's view on the application prior to their own decision making.

    •  Sainsburys, 74-76 Watling Street - Change of use of premises from retail A1 to a financial/professional use or a food or drink use within use classes A2 and A3 of the Use Classes Order 1987 – It appeared that the owner had no particular tenant in mind for the premises following Sainsbury's decision to close.

118. Reports from the Chairman

  • Open Spaces Society request – The open spaces society had requested a contribution towards their recent Court case which questioned the Secretary of State's failure to hold a public inquiry into fencing on Wisley Common in Surrey . In view of the significance of this challenge to the Parish Council as land owner and a member of the Open Spaces Society, Members RESOLVED that a £50 donation should be made from the Miscellaneous Expenses code in the Administration Budget. (Action: Clerk)
  • Terms of Employment – The Chairman advised of a new National Agreement, Model Contract of Employment and guidance on good employment practice that NALC had recommended be adopted by Parish Councils on 1 April 2005 .

    Members requested that the Chairman review the details with the Clerk for report to the next meeting of the Finance and General Purposes Committee. (Action: Chairman/Clerk)

119. Recycling bins – Newberries Car Park

The Council had received written confirmation from Ron Higgins, Chief Executive that the recycling bins would be moved for a trial period into the car park.
