ALDENHAM PARISH COUNCIL
Minutes of the meeting of the FINANCE & GENERAL PURPOSES COMMITTEE held at 8pm on Wednesday 17 November 2004, The Radlett Centre, 1 Aldenham Avenue, Radlett.

- APOLOGIES FOR ABSENCE
Apologies for absence had been received from Councillor Mrs S.A. Reith and Councillor Mrs Wackrow
- URGENT LATE ITEM
The Chairman advised that he had agreed to accept an urgent late item regarding an application for a s.137 grant from Radlett, Elstree, Borehamwood & Shenley Talking Newspaper Group.
- MINUTES OF THE MEETING HELD ON 13 OCTOBER 2004
The minutes of the meeting held on 13 th October 2004 were signed as a true and accurate record.
- PROPERTY PORTFOLIO
28 Elm Walk – The Clerk advised that Aldenham Roofing had quoted £480 excluding VAT, Peter Fryer had quoted £527.66 excluding VAT both builders had independently recommend felting the roof in certain areas. Dalemans had failed to provide a quotation or suggestion to cure the problem of damp in the two bedrooms. Members RESOLVED that Aldenham Roofing be engaged to carry out the work as soon as possible. (Action: Clerk)
Tabard Rugby Football Club, King George's Playing Field, Radlett – The Rugby Football Club's solicitor had advised that they wished to renew their lease which expired in 2005. The Clerk advised that she would be speaking to the Council's solicitor regarding costs. (Action: Clerk)
- FINANCIAL STATEMENTS AND BUDGET REPORT
The financial statements to the end of October were noted.
The Clerk was requested to arrange for details of the £340 miscellaneous income in Newsletter Committee to be given at the next meeting. (Action: Clerk)
- s137 GRANTS
Members considered applications from Re:Sound for up to £855 towards the purchase of equipment for the Youth Club and Radlett, Elstree, Borehamwood & Shenley Talking Newspaper Group for £1,500 to help maintain and replace recording equipment as well as keeping the organisation going.
Members RECOMMENDED that no grant be made to Re:sound but they be advised to apply to the Festival Youth Fund through its independent grant scheme and to submit a grant request to the Council in April 2005 and that Radlett, Elstree, Borehamwood & Shenley Talking Newspaper Group be advised that the Council would wish to see the outcome of grant applications to Hertsmere Borough Council and Elstree and Borehamwood Town Council where the majority of their client base lived before considering a s.137 grant from the Parish.
- STAFF CONCESSIONARY DAY AT CHRISTMAS
Members RESOLVED that staff should be granted a concessionary day at Christmas and that the Clerk should advise Members of the nominated day at Council. It was further suggested that the Council may permit all staff to take time off between Christmas and New Year if they so wished. (Action: Clerk)
- TO AGREE REIMBURSEMENT TO MRS OAKLEY FOR UNDERTAKING THE COUNCIL'S NEWSPAPER CUTTINGS
Members RESOLVED that Mrs Oakley should be reimbursed £100 net for carrying out the council's newspaper archiving in the last year.

The next meeting was scheduled for 8pm on Wednesday 8 December 2004
- Resolved that the following items were confidential as defined in the Public Bodies (Admissions to Meetings) Act 1960 and the press and public be excluded from the meeting.
Head of Grounds Maintenance's Remuneration
The Clerk left the meeting during discussion of this item.
- HEAD OF GROUNDS MAINTENANCE'S REMUNERATION
The Chairman of the Recreation Grounds Committee raised the issue of the Head of Grounds Maintenance's remuneration.
RESOLVED that the Head of Grounds Maintenance be advanced onto spinal point 22 from spinal point 21, back dated to 1 st April 2004 . In the future, there would be an opportunity for the Head of Grounds Maintenance to progress one spinal point per annum to spinal point 25 subject to a satisfactory appraisal and recommendation from the Recreation Grounds Committee to the Finance and General Purposes Committee.
