ALDENHAM PARISH COUNCIL

Minutes of the meeting of the TRANSPORTATION COMMITTEE held at 8 pm on Thursday 7 October 2004 in the Douglas Hicks Room, 1 Aldenham Avenue, Radlett.

1. Election of Chairman

Councillor D Lambert was elected Chairman for the ensuing Municipal Year. Councillor D Lambert thanked Councillor Worthy for being chairman for five years.

2. Apologies for absence

Apologies were received from Councillor Mrs A Baker.

3. Declarations of Interest in any item on the agenda

There were no declarations of interest.

4. To confirm and sign the minutes of the meeting held on 9 March 2004

It was noted that there were two changes to the minutes. Councillor Lambert penned the changes under item 4.

The minutes were confirmed and signed as a true record of the meeting.

5. Matters arising from the minutes of the meeting held on 9 March 2004

•  Councillor A Reith reported that to date there had been no news of any meeting to discuss a scheme to eliminate speeding cars in Loom Lane

•  Councillor R Worthy reported that the tree was still missing in front of Watling Mansions. Councillor Worthy had spoken to Hertsmere about this matter

•  It was noted that Sainsbury's had erected a lorries unloading sign in the lay-by outside.

•  Councillor R Worthy reported that the gullies outside Watling Mansions and in Loom Lane had been flooded during the recent two weeks of heavy rainfall.

•  The area outside 2 Theobald Street was still flooded during heavy rainfall and it needed major draining. Hertsmere told Councillor R Worthy that it would not be repaired until the next year.

•  Mrs Floate said that she had telephoned Hertsmere regarding missing bins in Letchmore Heath. She had been told that there was a full complement of litterbins in this area. Mrs Floate had asked the Head Groundsman to check the situation; he had reported back that there were many litterbins around the village. It was agreed that Letchmore Heath did not need any replacement litterbins.

•  It was noted that the new areas added to the CPZ were in the process of being marked. Councillor Mrs E Wackrow had spoken to Mr B Blake at Hertsmere and he had said that it would be finished shortly. Councillor Worthy reported that the contractors would not be paid until the areas that had been missed were finished.

It was also noted that some of the older areas of the CPZ needed remarking

•  It was noted that the widening of the pavement in Theobald Street could not be done as the footway on the south side could not be taken away

6. Taxi Voucher Scheme

Mrs Floate reported on the scheme. A copy of the final claim was distributed at the meeting. The final claim showed what the Parish Council was due to receive once satisfactory monitoring sheets had been sent to the Countryside Agency. Mrs Floate reported that she had already sent them and was awaiting payment.

Mrs Floate had distributed before the meeting an email she had received from The Countryside Agency informing her that funding to the Countryside Agency had been withdrawn. Unfortunately this meant that there would be no further funding and the scheme would have to stop. Mrs Floate had written to all recipients of the vouchers informing them of this. An article would would also appear in the next edition of Around Radlett.

The scheme had gone well, especially towards the end. Mrs Floate was thanked for all her hard work in running the scheme. A letter of thanks should be written to the taxi company, Civic Cars.

7. The Future of Radlett Station

Councillor D Lambert reported on the up to date situation regarding the future of Radlett Station. It had become apparent that the vast majority of people in Radlett had not realised there would be a problem if Radlett was not included in the upgrading. To date there had been approximately 60 emails or letters received regarding this.

The Strategic Planning Authority had said in a letter dated April 2004 that Hendon, Cricklewood and Radlett would be left out of the upgrading. They felt that at present the number of eight coach trains was sufficient and met the needs of the residents of Parish of Aldenham.

Members present discussed a way forward on this matter. The following suggestions were made:

•  To call a public meeting and see what the strength of that was

•  The possibility of an increased in train users since 1996 as this was when it had been reviewed

•  A user group be formed

•  The platform could be extended northwards

•  Find out passenger numbers by approaching Thameslink

•  Councillor D Lambert was asked to J Clappison MP

•  Consideration should be given to the fact that it could have a negative effect on house prices

•  Find out if the parish council had the power to create a steering group

•  Councillor Lambert was asked to do an action plan


8. Highways

Councillor R Worthy reported on a meeting he had attended in July with Mr S Gregory and Mr M Davies at Hertsmere Borough Council. Councillor M Saunders was also in attendance.

Councillor Worthy highlighted the following items:

•  There was an improvement to the amount of time taken to repair streetlights, with a few exceptions; it was a more efficient service.

•  There was some damage to the street poles in and around the high street

•  There was still an ongoing problem with the 50 mph limit on the stretch of road towards Elstree

•  The one hour free parking outside the centre was proving satisfactory

•  The pavement had not been replaced properly outside the Radlett Centre, the Highways department were aware of this.

•  The bollard outside Tescos had been knocked down and taken away

•  Lorries unloading at Tescos were still using the service road and causing problems. Highways had told management staff at Tescos that this was illegal . Councillor Worthy thought that if the no entry sign was removed it would allow access for the lorries to reverse at the side road adjacent to Beaver Travel Agent.

•  Mr S Gregory had told Councillor Worthy that a safety audit had been carried out, and he wanted the no entry sign removed from the middle of the service road.

•  The Highways department were willing to reverse the entrance and exit at Station Approach

Councillor Mrs Wackrow said she had a complaint regarding parking on the pavements. It was agreed to write an article in the next edition of Around Radlett.

Councillor Worthy had given the report on the Patchetts Green traffic plan to Councillor D Lambert, this matter was still ongoing.

9. Date of next meeting

The next meeting would be held on Thursday 10 March.
