ALDENHAM PARISH COUNCIL

Minutes of the meeting of PARISH COUNCIL held at 8pm on Tuesday 28th September 2004 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

56. Appointment of Chairman

In the absence of Cllr Howley, Cllr R. Worthy, Vice Chairman, took the Chair.

57. Prayers

The Chairman, Councillor Worthy, led prayers.

58. Apologies for Absence

Councillor S. Burke, Councillor W. Deem, Councillor Mrs W.M. Griffin, Councillor J. Howley, Councillor D. Lambert and Councillor M. Thompson.

59. To approve the signature of the Minutes of the Meeting held on 27th July 2004

It was noted that the list of officers attending required the inclusion of Mrs Adams, Deputy Clerk.

Subject to the above amendment, the minutes were signed as a true and accurate record.

60. Matters arising from the Minutes of the Meeting held on 27th July 2004

•  Hedges and Pathways – It was suggested that the overgrown rose may be on Hertsmere's land adjacent to 1 Craigweil Avenue and they should be asked to cut it back. (Action: Clerk)

•  Newberries School Travel Group - Councillor Mrs Wackrow had been advised that it would be very unlikely for any cycle routes to be put in Radlett.

•  Land Mark Sites – The Clerk had forwarded the nomination for St John the Baptist Church to the Institute of Chartered Surveyors .

•  To adjourn the meeting for members of the public to address the Council

There was no one present who wished to address the Council.

62. To fill 2 vacancies on the Youth and Community Centre Committee

In view of the number of Councillors absent from the meeting it was agreed to defer this item to the next meeting of the Council.

63. To authorise the payment of accounts

The accounts were approved and the month's cheques signed.

64. To receive communications from the Chairman

•  Letter from A Jennings received 12th August 2004 – Members agreed that in principle they did not agree with parking on verges and would discourage all residents in the Parish from doing so.

•  Email from Mr Milner, received 17th September 2004 – Members noted Mr Milner's email and requested that the CPZ Manager be encouraged to place a “first hour free” sign up at the entrance to Newberries Car Park. (Action: Clerk)

•  Letter from Mr McDermott dated 17 September 2004 – Members noted the responses Mr McDermott had received from Hertsmere regarding Loom Lane .

65. To respond to questions from Councillors

There were no questions from Councillors

66. Approval of the recommendations within the Minutes of the following Committees;

S137 GRANT APPLICATIONS

Members noted the extract from the minutes of the Finance and General Purposes Committee held on 22 September 2004 which RECOMMENDED that grants be approved as follows;

•  Watford Peace Hospice for the work it undertakes in assisting residents of the Parish of Aldenham - £600

•  Radlett Ecumenical Christian Council - £200

Members RESOLVED that the s.137 grants be approved.

Subject to the above RESOLVED that the recommendations contained within the six sets of minutes be approved.

67. To note the Minutes of the following Sub Committees;

8 June 2004

Radlett Festival Sub Committee

RESOLVED that the minutes of the Sub Committee meetings be noted.

68. Planning

•  Planning Statistics

272 applications had been received, 155 had been approved, 67 had been refused and 50 outstanding.

(ii) Applications of special interest:

(a) 5 Rendelsham Ave.- Demolition of existing property and construction of two detached two storey 4 bed houses with integral garages - The Parish Council had objected to the application and Hertsmere Borough Council had refused it.

(b) 363 Watling Street (Boots the Chemist) - Change of use from shop (class A1) to restaurant use (class A3) - The Parish Council had objected to the application and Hertsmere Borough Council had refused it.

(iii) Other Planning matters:

(a) Quadrant Houseboat Works – Councillor Mrs Wackrow advised that the application had been refused by Hertsmere Borough Council and had now gone to appeal.

(b) 60 Craigweil Avenue – Receipt of the amended plans was still awaited.

69. Reports from Officers of the Council

•  The Future of Radlett Festival – Members considered the report of officers and RESOLVED that the Festival be organised as recommended in the report.

•  Update on photocopier – Members were advised that the new photocopier had been delivered and the Societies would be given a demonstration in its use as and when required.

70. Reports from the Chairman

•  The Council's Draft Mission Statement – Members had been circulated with a copy of a second draft statement but were still not satisfied that it conveyed the Council's regard for the diverse communities it represented within the Parish. It was agreed that it would be considered again at the next meeting of the Council.

•  Circulation of Essential Papers – It was agreed to defer consideration of this item to the next meeting of the Council when more Members would be present.

71. Recycling bins – Newberries Car Park

Members expressed their dissatisfaction with the lack of communication from Hertsmere Borough Council. The Clerk was requested to write to Ron Higgins, Head of Paid Service at Hertsmere Borough Council requesting some respect from the Borough Council by responding to the Parish Council's letters.

It was suggested that the Council should consider withholding any further payments for car parking in the Parish until such time that the Borough Council had give due and reasonable consideration to the Parish's request to get the bins moved. (Action: Clerk)

72.  Taxi Vouchers

Members were advised that the scheme had now closed as the Countryside Agency were no longer giving grants to operate such a service.
