ALDENHAM PARISH COUNCIL
Minutes of the Boundaries and Planning Committee held on Monday 20 September 2004 in Meeting Room 2, The Radlett Centre, 1 Aldenham Avenue, Radlett.

1. Apologies for absence
Apologies were received from Councillor Lambert and Councillor Deem
2. Declarations of Interest
There were no declarations of interest.
3. To confirm the minutes of the meeting held on Monday 6 September 2004
It was noted that Item 3 should have referred to the confirmation of the minutes of the meeting held on 16 August 2004.
Subject to the above amendment, the minutes were signed as a correct record.
4. To adjourn the meeting
At 7.40pm Members RESOLVED that the meeting be adjourned to enable Mr Bob Young, Head of Development Control to make a presentation to the Committee. The meeting reconvened at 8.40pm.
5. To consider the comments on applications considered at the meeting held on Monday 6 September 2004
The grid was approved as a correct record.
It was noted that a response to Councillor Mrs Wackrow's letter to Councillor N. Payne had been received. Members agreed to discuss this under Item 6. 60 Craigweil Avenue .
6. To review new applications

7. 60 Craigweil Avenue
Mr Bob Young earlier in the evening had advised that on balance the original scheme was acceptable. Concern had been expressed at the bulk of the extension but the existing evergreen hedging along the boundary with 17 Williams Way had offered the adjoining owner a level of protection from the impact of the proposed development. Furthermore he was of the opinion that the light coming through the large windows at the front and rear of 17 Williams Way would not be affected by the extension. He accepted that the architect's site plan had shown the relationship of 60 Craigweil Avenue to 17 Williams Way incorrectly. He further apologised for the officer's report which had incorrectly stated that the Parish Council had not commented on the application. His advice was that in relation to the Local Plan the extension was acceptable.
In relation to the second application, Mr Young had not been present at the Bushey/Aldenham Planning Sub Committee when the officer's recommendation to refuse the application had been deferred to negotiate a revised scheme. Amended plans were awaited from the applicant's agent and were due with the Planning Authority by 22 September.
Members agreed that if amended plans were not submitted then a letter should be sent to the Local Planning Authority reiterating the Council's criteria for refusing the application.
Mr Young had suggested that in future the Planning Grid and minutes should be emailed to him as well as being sent to the officers in the internal post so that he could ensure that officers were including the council's comments in their reports. He further requested details of applications where the Council's comments were not included in the officer's report to Committee. Members cited Boots, 363 Watling Street and 44 The Ridgeway as recent examples.
In relation to other applications that the Council believed that their comments had not be taken into account, Mr Young offered to provide a detailed analysis of the Planning Officer's decision to explain the reason why. Mr Young agreed to email a copy of the Planning Check list to the Council so that Members could see the advice being given to applicants prior to submitting their applications.
8. Other Planning Matters
Members noted that 1 The Avenue and 4 The Rose walk had gone to appeal. 8 Athlone Close, 5 Rendelsham Avenue, Boots, 363 Watling Street and 5 The Ridgeway had been refused by Hertsmere Borough Council.
9. Date of Next Meeting
The next meeting would be held on Monday 4 October 2004 at 7.30pm . Members noted that Mr Young had offered to ask the Enforcement Manager to attend a meeting of the Boundaries and Planning Committee in December to talk about the new Enforcement Charter.
