ALDENHAM PARISH COUNCIL
Minutes of the meeting of the RADLETT YOUTH AND COMMUNITY CENTRE COMMITTEE held at 8pm on Tuesday 7 September 2004 in Radlett Youth Club, 2 Loom Lane , Radlett.

1. Apologies for absence
There were no apologies.
2. Declarations of Interest
There were no declarations of interest.
3. Approval of the Minutes of the meeting held on 20 April 2004
The Minutes were approved as true and correct record.

Matters arising from the Minutes of the meeting held on 20 April 2004
The Deputy Clerk was asked to contact Julian Cartman to obtain an insurance quotation through the National Farmers Union. (Action: Deputy Clerk)
5. Walkabout and Maintenance
The following points were noted:-
- Two broken window catches in main hall
- Two broken windows in main hall. Remove broken glass and cover.
- Evidence of mice in kitchen – Environmental Health Department to be contacted. All cupboards required clearing and cleaning
- Open cupboard in main hall, currently stuck with paint
- No basketball net at north end of main hall
- Plasterwork edging to main hall was damaged and required attention.
- Ceiling light to ladies toilet required fixing
- Two lamp shades required replacement in rear hall
- Light bulb over snooker tables required replacing
- Window to Rexton House storage cupboard required recovering
6. Proposed Works to Building
1. Aldenham Parish Council The kitchen and foyer to be redecorated within the next twelve months.
2. Lampton Smith Hampton It was understood that proposals had been made to upgrade the front and rear car parks plus pathways, replace existing front doors and carry out works to roof. Confirmation of these proposals was awaited.

Report from Radlett Youth Club
Mrs S Huff reported that between 15 and 20 young people attended the Youth Club. Three helpers usually attended. There was no support from Hertfordshire County Council either financially or by way of a youth worker.
To employ a youth worker would cost approximately £30 per session.
It was noted that Radlett Youth Club would be celebrating their 40 th birthday next year and it was suggested that an article be included in Around Radlett.
8. Approval of invoice from John Watkiss
An invoice had been received from Sedgewick Kelly amounting to £646.25 for legal work carried out between 1998 to 2003. Following discussion it was agreed to request a breakdown and evidence from Mr Watkiss. Provided the information was received in good time the matter would be discussed at the Finance and General Purposes Committee on 22 September 2004.
9. Revision of Hire Charges
Hire fees were increased for Rexton House Nursery School , Traffic Lights and Topkidz. An evening rate was put in place for Oak Cross. Radlett Youth Club rate remained as before. Children's party rates remain as before to keep in line with other halls in the area.
In order to make the general hire rates more flexible and in order to comply with Internal Audit an hourly rate was introduced.
It was proposed that the hourly rate would take immediate effect and regular user increases would take effect from 1 April 2005.
The above alterations would be approved at the Finance and General Purposes Committee on 22 September 2004.
Following approval the Deputy Clerk would write to those organisations concerned.
10. Approval of revised application to hire form
The changes to the application to hire form were approved.
11. Date of next meeting
The next meeting would be held on 18 January 2005.
