ALDENHAM PARISH COUNCIL
Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 8th July 2004 at The Radlett Centre, 1 Aldenham Avenue , Radlett.

1. APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor D. Lambert.
2. URGENT LATE ITEMS
The Chairman advised that he had agreed to consider two urgent late items;
The Radlett Centre – a referral from Council. The reason for urgency was so that the Committee could discuss the summer planting of the area
Possible planting projects funded by Radlett Horticultural Society. The reason for urgency was so that the Horticultural Society could be informed of any projects the Council were considering.
3. DECLARATIONS OF INTEREST
Councillor Worthy and Councillor Mrs Turner declared an interest in item 8 – Fence adjoining the Scout Hut Site as Members of the Scouting Movement.

The minutes of the meeting held on 8 June 2004 were signed as a true and accurate record.

MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 8 JUNE 2004
RAIFA Gardens – Mr Marley had planted up the area and asked Mr Hills for assistance in erecting the fence. The Head of Grounds Maintenance had agreed to do so.
Screening of compound – Suppliers of palisade fencing were proving difficult to locate as the fencing was expensive. The Head of Grounds Maintenance had decided to place feather-edged fence panels around the compound to tidy it up. The Panels would be positioned in such a way to allow litter picking between the chain link fencing and the new panels. (Action: Head of Grounds Maintenance)
Area in front of Post Office – The Clerk was continuing to pursue Hertsmere Borough Council to see if they would be able to provide a bin. (Action: Clerk)
King George V Car Park Notice Board – A “Clear up after your dog” sign had been put up.
Parish Environmental Action Plan – Councillor Worthy and Councillor Mrs Reith were arranging a site visit to Tykesglade and along Tykeswater with the Countryside Management Service with a view to creating a walkthrough as part of the Parish Environmental Action Plan.
Outstanding Fees – Radlett Football Club – The Clerk had been in discussion with Mr Hobey in the last month and was waiting to hear back from him.
Donation of signpost by Rotary Club of Radlett - Councillor Howley advised that he would be meeting with Mr Beaver in due course.
6.
HEAD OF GROUNDS MAINTENANCE'S REPORT
The Head of Grounds Maintenance advised that there had been damage to the Ausplay equipment at the Recreation Ground, a new slide tube was now required to replace the damaged one. The shower pump at the Pavilion was broken and quotes were being obtained for its repair. The Millennium bench located in the Radlett Gardens had been vandalised beyond repair this time and had to be removed as it was unsafe. The fountain had sprung a leak, it had been coated with a sealant but was yet to be tested out for any further leaks. The Clerk was requested to chase Hertsmere Borough Council regarding the public toilets still being open for use despite the water supply having been cut off. (Action: Clerk)
It was noted that the anti-social behaviour at the Recreation Ground had declined due to an increased police presence in the evening and inclement weather.
The blue storage shed in the compound had now been painted green and blended in with the surroundings more.
Members suggested that the Rotary Club may wish to donate a new bench for Radlett Gardens rather than a sign post and Councillor Howley undertook to discuss it with Mr Beaver. (Action: Cllr Howley)
7.
ANTI-SOCIAL BEHAVIOUR – PHILLIMORE RECREATION GROUND
The Clerk had attended a meeting that day with Officers from Hertsmere Borough Council and Hertfordshire Constabulary which had produced a list of actions and desired outcomes. These included;
To consider the use of Phillimore Pavilion for diversionary youth activities
Fill in gaps in hedgerows
Clarify closing times of both car park and children's play area
Kissing Gates to be erected at 3 entrances/exits to the Recreation Ground – A bid under the Parish Paths Partnership to be made by end of July as the installation of these gates would alleviate the disruption currently being caused by motor cycles as access would be stopped.
Sandra Braisher, Youth Worker with Hertfordshire Constabulary had requested that the Council consider the provision of a BMX track for use by youths at the Recreation Ground. The Head of Grounds Maintenance advised that he had already given permission to some youths to use an area in Fir Spring Wood which had proved very popular, not least because the youths had been given “ownership” of the design and construction of the track themselves. Members confirmed that this was the most successful way in which to provide such a service. The Clerk was requested to advise Ms. Braisher accordingly. (Action: Clerk)
8. COBDEN HILL ALLOTMENTS
The Clerk had not yet written to residents regarding the use of the allotments and until this had been actioned the fencing off of the area had been put into abeyance. (Action: Clerk)
9.
FENCE ADJOINING THE SCOUT HUT SITE
The Clerk advised Members that before progressing matters further she had written to the owner of 3 Scrubbitts Park Road and Land Registry to request details of ownership and responsibility regarding the fence. Responses were awaited. (Action: Clerk)
10. PARISH ENVIRONMENTAL ACTION PLAN
Mr Elvins had visited the Pegmire Lane site with the Head of Grounds Maintenance. He had suggested that the site may be suitable for the grazing of cattle and would contact Aldenham Country Park to see if they would be interested in keeping cattle on the site.
11. HERTFORDSHIRE WILDLIFE SITES PROJECT
There was nothing further to report on this item.
12.
LIGHTING AT RADLETT GARDENS
Councillor Mrs Charrett advised that she would be visiting the suppliers within the next week to discuss their specification with them.
13. PHILLIMORE RECREATION GROUND – PAVILION UPGRADE
The Clerk had requested that Mr Bedowes take into consideration the Disability Discrimination Act in relation to access to the pavilion and provision of a disabled shower. The revised drawings were awaited. (Action: Clerk)
14. PHILLIMORE RECREATION GROUND – TENNIS COURTS
The Head of Grounds Maintenance had obtained three quotations ranging from £12,000 to £15,000. Members noted the offer of assistance with fund raising from Mrs Bernstein and suggested that she be contacted for help once the Council had decided on the means of funding the repairs.
Members requested that copies of the quotations and specifications be circulated and the various funding options be considered by the Finance and General Purposes Committee in due course. In the meantime the Clerk was requested to include a new budget head in 2005/06 for replacement of tennis courts. (Action: Clerk)
15. SALTER'S FIELD
Members considered the potential use for the site, particularly the request from Radlett F.C. that plans to construct a small pavilion and football pitches continue despite the withdrawal from discussions by the Cricket Club. The football club's representative, Mr Hobey, had been requested to send the club's proposals to the Council.
Councillor Howley undertook to discuss the landfill opportunities with a selection of operators with a particular emphasis on surveying the site including both Cobden and Wellhouse Dells. (Action: Councillor Howley)
16. LETTER FROM A RESIDENT REGARDING SIGNS AT PHILLIMORE RECREATION GROUND
A local resident had written suggesting the placing of “No cycling” signs around the Recreation Ground to discourage anti-social behaviour and prevent accidents.
Members were of the view that whilst adults should be discouraged from cycling on the public footpaths, the Council should not discourage children from perfecting their bicycle control skills in a safe environment.
It was agreed that “no motorcycle or scooter” signs should be placed at the entrances to the Recreation Ground.
17. THE RADLETT CENTRE
Members had raised at Council that the hedges fronting The Radlett Centre needed weeding and the saplings removed. The Head of Grounds Maintenance confirmed that the grounds staff would be closing the car park on a Monday which was convenient to the Radlett Centre bookings so that access could be gained to all areas for weeding and cleaning.
Members advised that they were not satisfied with the geraniums planted in the beds outside the Radlett Centre and required more mature plants to be purchased in future. The Head of Grounds Maintenance acknowledged that this year's geraniums were not good, a situation caused by the dry Summer in 2003 and a source of concern throughout the U.K. Members were advised that the plugs purchased each year cost 1p, mature plants would cost approximately £1, with 500 geraniums planted at the Radlett Centre the impact upon the budget would be an additional £495. It was suggested that a mix of the current and the previous year's geraniums would lessen the impact of a particular year's bad growth. Members further emphasised the need for the Radlett Centre display to take priority over other sites in the Parish. The Head of Grounds Maintenance undertook to take on board Members' comments.
The Head of Grounds Maintenance undertook to put a membrane down and lay shingle or bark on top to deal with the poor state of the area fronting onto Watling Street at the same time as planting bare rooted hedging to plug the gaps in the hedge. This would take place in the planting season.
Members suggested that they would like to see more hanging baskets along Watling Street . The Head of Grounds Maintenance undertook to assess the current locations with a view to making a recommendation to the next meeting of the Committee prior to budget setting for 2005/06. 18. HORTICULTURAL SOCIETY DONATION
Members were requested to consider suitable schemes should the Horticultural Society wish to donate some funds to improve the Parish. It was suggested that the shrubs at Tykeside Gardens needed replacing and the beds redesigned or the corner areas at the junction of Theobald Street and Craigweil Avenue could be planted rather than grassed. Members were asked to pass any other suggestions to Councillor Mrs Wackrow.

The next meeting was re-scheduled for 8pm on 1 September 2004 .
