ALDENHAM PARISH COUNCIL
Minutes of the meeting of the RECREATION GROUNDS COMMITTEE held at 8pm on 13th May 2004 at The Radlett Centre, 1 Aldenham Avenue, Radlett.

1. APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillor S. Burke and Councillor Mrs F. Turner.
2. DECLARATIONS OF INTEREST
Councillor Worthy declared an interest in item 7 Guide and Scout Hut Site as a Member of the Scouting Movement.
3. TO CONFIRM AND SIGN THE MINUTES OF THE MEETING HELD ON 15 APRIL 2004
The minutes of the meeting held on 15 April 2004 were signed as a true and accurate record.
4. MATTERS ARISING FROM THE MINUTES OF THE MEETING HELD ON 15 APRIL 2004
RAIFA Gardens The Chairman had raised the matter again with Mr Marley. Mr Marley was still to contact Mr Hills. (Action: Head of Grounds Maintenance following contact by a representative from RAIFA)
Signpost at Radlett Gardens The signpost had been completed.
Screening of compound The Head of Grounds Maintenance was concerned that wind break material had not proved to be fire resistant. Suppliers of palisade fencing were being contacted for pricing. (Action: Head of Grounds Maintenance)
Area in front of Post Office Work had been carried out to tidy the area and replant it. The Clerk had approached Hertsmere Borough Council to see if they would be able to provide a bin, she had been referred onto the County Council. (Action: Clerk)
Works to Trees Ken Scott had not yet had time to carry out the other works required around the Parish.
The Head of Grounds Maintenance had queried some of the work carried out by Bartletts at the Gravel Allotments. As the work had still not been carried out satisfactorily, the Clerk confirmed that no payment had been made.
King George V Car Park Notice Board A Clear up after your dog sign was to be purchased from County Supplies . (Action: Clerk)
Parish Environmental Action Plan Councillor Worthy and Councillor Mrs Reith undertook to discuss Tykesglade and the creation of a walk through with the Countryside Management Service as part of the Parish Environmental Action Plan. (Action: Councillor Worthy/Councillor Mrs Reith)
Letter to Cobden Hill Infants School The Clerk confirmed that the letter would be despatched shortly. (Action: Clerk)
Ivy on Trees The Clerk advised that two responses had been received. The Environment Agency had requested details of the location of the trees on their land, Hertsmere Borough Council had advised that the Technical Manager at Gristwood and Toms, their Tree Contractor followed the guidelines laid out in the British Standard 3998 Section 12.2 (1989) and did not remove ivy from healthy trees.
Tabard Rugby Club Consideration of the request by The Rugby Club to share in the Income from use of the Car Park by Tiger Aspect during filming the Rugby Club had advised that the Club would waive any share of the £165 but wished it recorded that any hiring needed reference to them first. The Clerk had contacted a representative of the Club first but had now been given another point of contact for the future.
Swallow Hole Picnic Field The Head of Grounds Maintenance advised that the swallow hole had been filled in.
5. HEAD OF GROUNDS MAINTENANCE'S REPORT
The Head of Grounds Maintenance advised that work for the season was progressing well. The hanging baskets would be put up during the last week of May.
There had been more instances of vandalism at the Recreation Ground, including the goal posts being broken.
Plants had been purchased for the beds in the car park at the Radlett Centre and a bollard would be placed under the Scots Pine in due course. (Action: Clerk)
6. USE OF FOOTBALL PITCHES BY A NON-COMMERCIAL GROUP
A letter had been received from a local resident regarding the use of the football pitches at Phillimore recreation Ground. Whilst not wishing to prevent young people from using the pitches, Members were mindful of the wear and tear on the pitches if stud boots were being worn during dry weather. There also existed a conflict between casual users as suggested in the letter and organisations who paid for use of the pitches.
Members RESOLVED that groups of footballers carrying out training be encouraged to use the area known as the old tennis courts to keep disruption and damage to the pitches to a minimum and the Clerk would respond accordingly. (Action: Clerk)
7. GUIDE AND SCOUT HUT SITE
The Clerk had looked at the leases. Both leases required the tenant To keep the premises and any buildings erected thereon and all additions thereto and the Landlord's fixtures thereon and the boundary structures and Conducting Media thereof in good and substantial repair and condition. It was therefore the responsibility of the Guides and Scouts to keep the site tidy.
Councillor Worthy advised that the Scouts had cleared and tidied their area of the site. The Clerk was requested to write to the Guides asking that they clear and tidy their area of the site. (Action: Clerk)
8. ALLOTMENTS IN COBDEN HILL
Members noted the site of the allotments and that only 3 residents were paying for the use of the allotments. The Clerk was requested to write to the residents whose houses backed onto the site advising them of the terms of renting an allotment from the Council and advising that the land will be clearly marked out and rotavated by Council staff in due course. (Action: Clerk)
9. PARISH ENVIRONMENTAL ACTION PLAN (PEAP)
Councillor Lambert advised that approximately 540m³ will be removed from the pond at Letchmore Heath. Grant funding for this project was hopeful. Members noted that the Hari Krishna community were proposing a footpath around the Manor to open the site to the public but restrictions existed on public access from Letchmore Heath and would have to be from their roadway.
10. HERTFORDSHIRE WILDLIFE SITES PROJECT
There was nothing further to report on this item.
11. GRAVEL ALLOTMENTS
The Clerk had received a very comprehensive letter from the Charity Commission. It appeared that there would be problems in trying to dispose of the land to the Parish Council. The Clerk would be calling a meeting of the Gravel Allotments Committee in due course to discuss the advice. (Action: Clerk)
12. CHRISTMAS LIGHTS AND CABLING
Councillor Mrs Reith advised Members of the following;
Cross-Street Lights
The wires that support the cross-street lights had been condemned, and would have to be renewed this year. The cost of this would be £1,200 including certification.
The lights were currently stored for 42 weeks a year by Lamps & Tubes at a cost of £370 (the remainder of the time they would be in use).
The cost of erecting and dismantling both cross-street lights last year was £750.
On this basis the cost of continuing with the cross-street lights in 2004 would be:

Helixes
Consideration had been given to replacing the cross-street lights with individual decorations on lampposts. This seemed to be the most popular approach in other towns. Unfortunately the lampposts south of Shenley Hill (Newberries Parade) were not able to support any form of load that induces bending such as cantilever brackets. Advice had been sought from the engineers at Hertfordshire County Council, Highways Department, and it appeared that only wrap around helical lights would be acceptable.
The lampposts north of Shenley Hill were more robust and could take small cantilever loads (as per the snowflakes etc already installed in the Oakway).
Enquiries had been made of Lamps and Tubes, and it appeared that the wrap-around helixes could be purchased for £72 each plus an erection and dismantling charge of £65 each. The strings would be 9 metres long and would comprise 20 bulbs. It was recommended that the bulbs be replaced every year at a cost of 26p each £5.20 per string.
Lamps and Tubes also recommended adorning each lamp post with tinsel garlands which will give more effect when the lights are not switched on in the day time. These would cost £26 each.
If the Council changed to helixes on 16 lampposts between Shenley Hill and the Radlett Centre the cost in 2004 would be:

Oakway Decorations
The Oakway was usually decorated with snowflakes etc on cantilever brackets fixed to six lampposts. This year we are advised that the decorations required repair. The quoted total cost for this was £236.
The erection and dismantling costs were quoted at £115 each (this was a standard charge regardless of the size of the decoration)
The cost in 2004 would be:

Post Office Tree
The testing and reconnecting of the pea lights on the Post Office tree in 2004 was quoted at £120. There may have to be a few replacement bulbs,

Radlett Gardens
No firm quotation had been received for testing and reconnecting the pea lights in the Radlett Gardens , but last year the Council was charged £170 plus the cost of a new transformer to replace one that was stolen.

Radlett Centre
The dressing, connecting, and removal of the lights on the Council's Christmas Tree outside the Radlett Centre was quoted at £250 which was the same as last year.
The cost each year would be of the order of:

Small Christmas Trees Newberries Parade
This year the Council needed to replace about 15 of the small Christmas trees and lights that decorated the shop frontages in Newberries parade. These would cost £45.70 each plus £21 for the lights.

Members concurred that, in 2004, there was very little difference in cost between continuing with cross-street lights or changing to helixes, but noted that in future years there should be savings.

It was agreed that the garlands and lights would be stored in the loft at the pavilion. Members requested that the cross-street lights be picked up from Lamps and Tubes as they may be of use elsewhere in the Parish if dismantled. Councillor Mrs Reith undertook to arrange this with the Head of Grounds Maintenance. Members thanked Councillor Mrs Reith for her hard work.
13. FESTIVAL SUB COMMITTEE
Councillor Mrs Charrett advised that everything was progressing well. Sale of tickets for the 12th June concert and programmes for the 13th June Festival had started. The community were very enthusiastic and helpful with organising the event, particularly the Hari Krishna community.
14. LIGHTING AT RADLETT GARDENS
Members noted that Councillor Mrs Charrett was still fully engaged with the Radlett Festival until after 13th June.
15. PHILLIMORE RECREATION GROUND PAVILION UPGRADE
The Clerk advised that Mr Bedowes had obtained quotations for Aquaboards and would be sending a set of plans to Building Control at Hertsmere Borough Council to ascertain whether permission would be required for the proposed refurbishment.
16. WALKABOUT 1ST JUNE 2004 AT 6PM
It was agreed that Members would meet at Phillimore Recreation Ground at 6pm and would visit Letchmore Heath, Aldenham and Wall Hall.
17. HOLIDAY FUN SCHEME
Members were advised that the Phillimore Community Centre had been fully booked on the dates requested by the Council. Members RESOLVED that the holiday fun scheme be suspended this year and the budget be vired to the s137 budget should an application be received and approved for another children's holiday fun scheme.
18. DATE OF NEXT MEETING
The next meeting was scheduled for 8pm on 7 June 2004.
