Minutes of the meeting of the TRANSPORTATION COMMITTEE held at
8pm on
Thursday 2 October 2003 in Meeting Room Two, The Radlett Centre,
1 Aldenham Avenue, Radlett.

1. Apologies for absence
Apologies were received from Councillor Mrs F Turner and Councillor
W Deem.
2. Election of Chairman
Councillor R T A Worthy was elected Chairman for the ensuing municipal
year.
3. Declarations of interest in any item on the agenda (if any)
There were no declarations of interest.
4. To confirm and sign the Minutes of the meeting held on 11 March
2003
The minutes were signed as a true record of the meeting.
5. Matters arising from the minutes of the meeting held on 11
March 2003
- Double Yellow Lines scheme no 16 in Newberries Avenue
Councillor Mrs E E Wackrow reported that this had still not been
completed.
- Overgrowth
It was noted that the overgrowth in Theobald St had been kept
reasonably under control.
- Road Markings
It was reported that the Letchmore Heath Village Trust were pursuing
the matter of road markings with the Highways Department. It was
thought that although some of the road markings reported to Highways
previously had been redone they would need doing again in the near
future.
- No entry signs
The Highways department were looking into the possibility of the
no entry restrictions in the middle of the service road being opened
up. To date nothing had been heard from Highways.
- Barriers in Loom Lane
There was nothing to report.
- Prowting Development.
Councillor Worthy reported that he had asked the Highways Department
about the outstanding work,. To date nothing had happened.
- Sainsbury Local Development
It was noted by committee members present that there was a problem
with people parking in and around this area.
- Hazardous parking at the junction of Craigweil and Williams Way
It was noted that Mr Keith Hughes at Herstmere Borough Council
was dealing with this issue. The CPZ had been moved further up
but had not been implemented yet. It was thought that it would
at least move the problem away from the very dangerous junction.
- Craigweil Avenue speeding
Councillor Mrs E E Wackrow reported that she had no response to
her latest enquiry regarding speeding in this area. Councillor
Mrs Wackrow said that she had been told that it was not a priority
and was very low down on the list of work to be done.
- Flooding in Watling St and Loom Lane and Watford Road and Willow
Way
Councillor Worthy reported that the machine that cleans gullies
would be doing so in the next month or two.
- Dead trees on west footway on Cobden Hill
It was noted that all dead trees were to be dealt with in the
near future.
- Crossing patrol near Newberries School
Councillor Mrs Wackrow had received a reply from her enquiry regarding
a patrol crossing, The answer had been no.
- Helicopter
movements
It was noted that the number of helicopters flying in and around
this area had increased. Councillor Turner was not at the meeting
to comment further.
- Litterbin
The litterbin had still not been replaced in Letchmore Road near
the bench. Mrs Floate was asked to enquire about it.
- Traffic calming measures
It was noted that this was not a high priority and it still needed
to be confirmed exactly what was needed in that area.
- Car Parking Charges
It
was noted that Parish Council’s contribution
to car parking charges was being discussed with Mr Richard Grove
at Hertsmere
Borough Council.
6. To consider the progress of the taxi voucher scheme
Mrs Floate tabled an income and expenditure report to show the
committee the exact financial situation at the present time. It
was noted that there were invoices from Civic Cars still to be
paid and this was likely to continue for the next few months. Mrs
Floate had spoken to Ms Sarah Durrant at the Countryside Agency
about this and was told that a way of avoiding this was for an
expiry date to be stamped on the vouchers.
Mrs Floate reported that all the paperwork relating to this year
had been completed, and it was hopeful that the grant would be
awarded for the coming year. Mrs Floate would put into place all
the suggestions made by Ms Durrant at the Countryside Agency..
The committee thanked Mrs Floate for all her work.
7. CPZ
It was noted that there were no changes to the CPZ.
8. Any other business
Councillor Worthy circulated his response to the Hertfordshire
County Councils Local Transport Plan. The committee agreed that
these comments should be sent out and Mrs Floate would send them
with an accompanying letter.
Councillor
Worthy had attended a meeting with Councillor Martin Saunders
and Highway’s Council Officers on 18 September
2003. Several topics were discussed and Councillor Worthy reported
on
each one. Notes of meeting were distributed to members.
Councillor Mrs Wackrow reported that she thought that the pavement
needed widening in Theobald Street alongside the railway bridge.
Councillor Worthy asked Mrs Floate to find out the duration of
the temporary weight restriction order on Shenley Hill.
Councillor
Mrs Baker reported that she felt a yellow line should be painted
on the pavement adjacent to the war memorial
and adjacent
to Silverman’s butcher as she felt that parking was abused
in this area.
